AN ACT CONCERNING RACIAL AND ETHNIC IMPACT STATEMENTS.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 2-24b of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective October 1, 2025): 2 
(a) Beginning with the session of the General Assembly commencing 3 
on January [9, 2019] 6, 2027, a racial and ethnic impact statement shall 4 
be prepared with respect to certain bills and amendments at the request 5 
of any member of the General Assembly. With respect to a bill favorably 6 
reported during the regular session, any such request shall be made not 7 
later than ten days after the deadline for the committee that introduced 8 
the bill to vote to report favorably under the joint rules of the House of 9 
Representatives and the Senate. With respect to an amendment 10 
introduced during the regular session, any such request shall be made 11 
at least [ten] fifteen days prior to the deadline for adjournment sine die 12 
of the regular session. Any such prepared statement shall be made 13 
available electronically on the Internet web site of the General 14 
Assembly. 15 
(b) The [joint standing committee of the General Assembly having 16 
cognizance of matters relating to government administration may make 17 
recommendations for a provision to be included in the joint rules of the 18 
House of Representatives and the Senate concerning the procedure for 19  Substitute Bill No. 1506

the preparation of such racial and ethnic impact statements, the content 20 
of such statements and the types of bills and amendments with respect 21 
to which such statements should be prepared] Commission on Racial 22 
Equity in Public Health, established pursuant to section 19a-133a, shall 23 
develop procedures for a member to request and the commission to 24 
prepare a racial and ethnic impact statement. The commission shall 25 
memorialize such procedures in a letter to the speaker of the House of 26 
Representatives, president pro tempore of the Senate, majority leader of 27 
the Senate, minority leader of the Senate, majority leader of the House 28 
of Representatives and minority leader of the House of Representatives 29 
with a request for such procedures to be included in the joint rules of 30 
the House of Representatives and the Senate. 31 
(c) (1) Notwithstanding any provision of the general statutes 32 
concerning the confidentiality of records and information, the 33 
commission may request of any public agency, as defined in section 1-34 
200, or quasi-public agency, as defined in section 1-120, records and 35 
information for purposes of preparing a racial and ethnic impact 36 
statement pursuant to this section. 37 
(2) Any public agency or quasi-public agency receiving a request for 38 
records or information pursuant to subdivision (1) of this subsection 39 
shall submit, not later than five days after the date of such request and 40 
in the manner requested by the commission, such records or 41 
information. 42 
(3) If a public agency or quasi-public agency needs additional time to 43 
comply with such request, the public agency or quasi-public agency 44 
shall specify the reason for such need to the commission not later than 45 
two days after the date of the request for records or information. The 46 
commission shall provide such public agency or quasi-public agency a 47 
reasonable extension of time to fulfill such request. 48 
(4) The commission may copy any records and information obtained 49 
pursuant to this subsection for purposes of preparing a racial and ethnic 50 
impact statement pursuant to this section. 51  Substitute Bill No. 1506
