AN ACT CONCERNING THE INCLUSION OF EMPLOYEES OF THE 
CONNECTICUT ASSOCIATION OF SCHOOLS IN THE TEACHERS' 
RETIREMENT SYSTEM. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subdivision (15) of section 10-183b of the general statutes 1 
is repealed and the following is substituted in lieu thereof (Effective from 2 
passage): 3 
(15) "Employer" means an elected school committee, a board of 4 
education, the State Board of Education, the Office of Early Childhood, 5 
the Technical Education and Career System, the Board of Regents for 6 
Higher Education or any of the constituent units, the governing body of 7 
the Children's Center and its successors, The University of Connecticut 8 
Board of Trustees, the E. O. Smith School, the Connecticut Association 9 
of Schools or any other activity, institution or school employing 10 
members. 11 
Sec. 2. Subdivision (21) of section 10-183b of the general statutes is 12 
repealed and the following is substituted in lieu thereof (Effective from 13 
passage): 14

(21) "Public school" means any day school conducted within or 15 
without this state under the orders and superintendence of a duly 16 
elected school committee, a board of education, the State Board of 17 
Education, the Office of Early Childhood, the Board of Regents for 18 
Higher Education, or any of its constituent units, The University of 19 
Connecticut Board of Trustees, the board of governors or any of its 20 
constituent units, the Technical Education and Career System, the E. O. 21 
Smith School, the Children's Center and its successors, the State 22 
Education Resource Center, [established pursuant to section 10-4q of the 23 
2014 supplement to the general statutes, revision of 1958, revised to 24 
January 1, 2013, the State Education Resource Center established 25 
pursuant to section 10-357a,] the Connecticut Association of Schools, 26 
joint activities of boards of education authorized by subsection (b) of 27 
section 10-158a and (A) any institution supported by the state at which 28 
teachers are employed or any incorporated secondary school not under 29 
the orders and superintendence of a duly elected school committee or 30 
board of education but located in a town not maintaining a high school 31 
and providing free tuition to pupils of the town in which it is located, 32 
and which has been approved by the State Board of Education under 33 
the provisions of part II of chapter 164, or (B) on and after July 1, 2023, 34 
any school operated by an interdistrict magnet school operator 35 
described in section 10-264s, provided such institution, secondary 36 
school or school is classified as a public school by the retirement board. 37 
Sec. 3. Subdivision (28) of section 10-183b of the general statutes is 38 
repealed and the following is substituted in lieu thereof (Effective from 39 
passage): 40 
(28) "Teacher" means any: (A) Person, including, but not limited to, a 41 
teacher, permanent substitute teacher, principal, assistant principal, 42 
supervisor, assistant superintendent or superintendent who is 43 
employed by a public school in a professional capacity while possessing 44 
a certificate or permit, except a school business administration 45 
endorsement, issued by the State Board of Education, provided on and 46 
after July 1, 1975, such certificate shall be for the position in which the 47

person is then employed, except as provided for in section 10-183qq; (B) 48 
person possessing a certificate or permit issued by the State Board of 49 
Education, who was hired before July 1, 2022, and who provides health 50 
and welfare services for children in a nonprofit school, as provided in 51 
section 10-217a, under an oral or written agreement; (C) person who is 52 
engaged in teaching or supervising in a program in the state that leads 53 
to a high school diploma at a school for adults if the annual salary paid 54 
for such service is equal to or greater than the minimum salary paid for 55 
a regular, full-time teaching position in the day schools in the town 56 
where such service is rendered; (D) member of the professional staff 57 
employed at the State Board of Education, the governing body of the 58 
public school, kindergarten to grade twelve, inclusive, system, who is 59 
currently a member in the system and maintains certification; (E) 60 
member of the professional staff employed in an educational role at the 61 
Office of Early Childhood, the Board of Regents for Higher Education 62 
or any of the constituent units, or the Technical Education and Career 63 
System; (F) faculty member employed by The University of Connecticut 64 
in an educational role; [and] (G) staff member employed in an 65 
educational role at the State Education Resource Center established 66 
pursuant to section 10-4q of the 2014 supplement to the general statutes, 67 
revision of 1958, revised to January 1, 2013, or the State Education 68 
Resource Center established pursuant to section 10-357a, employed in a 69 
professional capacity while possessing a certificate or permit issued by 70 
the State Board of Education, provided such staff member was hired 71 
prior to July 1, 2022; and (H) administrative or support staff member 72 
employed by the Connecticut Association of Schools. A "permanent 73 
substitute teacher" is a person who serves as a substitute teacher in the 74 
same assignment for an entire school year. 75 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To include employees of the Connecticut Association of Schools in the 
Teachers' Retirement System.
