Explanation 
The bill makes a variety of changes regarding campaign finance laws 
and results in the fiscal impacts outlined below. 
Section 2 results in a minimal potential cost to the Resources of the 
Citizens' Election Fund due to a change in eligibility for the grant cycle. 
The exact impact will depend on the number of candidates who will 
now receive grants who otherwise would not have. 
The remaining sections of the bill make a variety of changes that 
result in no fiscal impact to the state or municipalities. 
The Out Years 
The annualized ongoing fiscal impact identified above would 
continue into the future subject to inflation and the actual number of 
violations.
