Resolved by this Assembly: That article third of the Constitution of the state be amended to 1 require any emergency certified bill or emergency certified resolution to 2 be signed by the president pro tempore of the Senate, speaker of the 3 House of Representatives, minority leader of the Senate and minority 4 leader of the House of Representatives before any such bill or resolution 5 can be filed. 6 Statement of Purpose: To amend the state constitution to require certain legislative leader signatures for emergency certified bills and resolutions.
