Resolved by this Assembly: That article third of the Constitution of the state be amended to 1 require an affirmative vote of two-thirds of the membership of each 2 house of the General Assembly to enact any public or special act during 3 a special session of the General Assembly. 4 Statement of Purpose: To require that all legislation passed during a special session obtain a two-thirds affirmative vote of the membership of each house for passage.
