RESOLUTION AMENDING THE JOINT RULES CONCERNING THE ONLINE AVAILABILITY OF LENGTHY PROPOSED LEGISLATION PRIOR TO IT BEING TAKEN UP BY EITHER CHAMBER. Resolved by this Assembly: That the joint rules of the senate and the house of representatives be 1 amended to require that any bill or amendment that is (1) fifty pages or 2 more but less than one hundred pages be posted online at least twenty-3 four hours before such bill or amendment is taken up by either chamber 4 of the General Assembly; (2) one hundred pages or more but less than 5 three hundred pages be posted online at least forty-eight hours before 6 such bill or amendment is taken up by either chamber of the General 7 Assembly; and (3) three hundred pages or more be posted online at least 8 seventy-two hours before such a bill or amendment is taken up by either 9 chamber of the General Assembly. 10 Proposed Senate Joint Resolution No. 15 LCO No. 2037 2 of 2 Statement of Purpose: To increase transparency by giving legislators and the public sufficient time to read lengthy bills by requiring lengthy legislation to be posted online within certain specified time periods before being acted upon by either chamber.
