ANWAR, 3rd Dist. RESOLUTION AMENDING THE RULES OF THE SENATE CONCERNING DEBATE ON THE SENATE FLOOR FOR LEGISLATIVE EFFICIENCY. Resolved by the Senate: That the rules of the Senate be amended to provide limitations on 1 debate in the chamber, including (1) a maximum of three hours of 2 debate time for each political party's members to discuss a single issue 3 after which a vote shall be called, (2) a prohibition on any individual 4 member speaking for more than one hour on a single topic during a 5 debate, and (3) a prohibition on an individual member deviating from 6 the relevant subject of the bill or resolution being debated, violation of 7 which shall initially result in a verbal warning, and continued violation 8 of which may result in the forfeiture of the member's allotted time to 9 debate. 10 Statement of Purpose: To uphold the tradition of open debate in the General Assembly while establishing reasonable limits on the use of filibusters and speaking time to ensure legislative efficiency.
