ENGROSSED ORIGINAL 1 A BILL 1 2 25-2 3 4 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 5 6 _________________ 7 8 9 To amend, on a temporary basis, the Police Officer and Firefighter Cadet Programs Funding 10 Authorization and Human Rights Act of 1977 Amendment Act of 1982 to remove the 11 requirement that applicants shall graduate from District high schools in order to qualify 12 for the Metropolitan Police Department’s cadet program. 13 14 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 15 act may be cited as the “Law Enforcement Career Opportunities for District Residents Expansion 16 Temporary Amendment Act of 2023”. 17 Sec. 2. Section 2 of the Police Officer and Firefighter Cadet Programs Funding 18 Authorization and Human Rights Act of 1977 Amendment Act of 1982, effective March 9, 1983 19 (D.C. Law 4-172; D.C. Official Code § 5- 109.01), is amended as follows: 20 (a) Subsection (a) is amended to read as follows: 21 “(a)(1) The Chief of the Metropolitan Police Department (“MPD”) shall establish a police 22 officer cadet program for the purpose of instructing, training, and exposing cadets to: 23 “(A) MPD’s operations; and 24 “(B) The duties and responsibilities of serving as an MPD police officer. 25 “(2) The police officer cadet program established in paragraph (1) of this 26 subsection shall be composed of the following persons residing in the District, who shall have 27 ENGROSSED ORIGINAL 2 substantial ties to the District, such as currently or formerly residing, attending school, or 28 working in the District for a significant period of time: 29 “(A) Senior-year high school students; and 30 “(B) High school graduates under 25 years of age.”. 31 (b) Subsection (b) is amended by striking the phrase “the Metropolitan Police 32 Department” and inserting the acronym “MPD” in its place. 33 Sec. 3. Fiscal impact statement. 34 The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact 35 statement required by section 4a of the General Legislative Procedures Act of 1975, approved 36 October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1- 301.47a). 37 Sec. 4. Effective date. 38 (a) This act shall take effect following approval by the Mayor (or in the event of veto by 39 the Mayor, action by the Council to override the veto), a 30- day period of congressional review 40 as provided in section 602(c)(1)of the District of Columbia Home Rule Act, approved December 41 24, 1973 (87 Stat. 813; D.C. Official Code § 1- 206.02(c)(1)), and publication in the District of 42 Columbia Register. 43 (b) This act shall expire after 225 days of its having taken effect. 44
