ENGROSSED ORIGINAL 1 A BILL 1 2 25-7 3 4 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 5 6 ___________________ 7 8 9 To officially designate Good Hope Road, S.E. between Anacostia Drive, S.E. and Alabama 10 Avenue, S.E. as Marion Barry Avenue, S.E; to symbolically designate Marion Barry 11 Avenue, S.E. between the intersection of Naylor Road and 25th Street, S.E., and Alabama 12 Avenue, S.E., as Good Hope Way; and to require the District to reissue certain 13 documents to individuals and entities with new addresses along Marion Barry Avenue, 14 S.E. 15 16 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 17 act may be cited as the “Marion Barry Avenue Designation Act of 2023”. 18 Sec. 2. (a) Pursuant to section 401 and notwithstanding section 421 of the Street and 19 Alley Closing and Acquisition Procedures Act of 1982, effective March 10, 1983 (D.C. Law 4-20 201; D.C. Official Code §§ 9- 204.01 and § 9- 204.21), the Council designates Good Hope Road, 21 S.E. between Anacostia Drive, S.E. and Alabama Avenue, S.E.., as depicted in the plat in the 22 committee report, as “Marion Barry Avenue, S.E.” 23 (b) Pursuant to section 401 and notwithstanding section 423 of the Street and Alley 24 Closing and Acquisition Procedures Act of 1982, effective March 10, 1983 (D.C. Law 4- 201; 25 D.C. Official Code §§ 9- 204.01 and 9- 204.23), the Council symbolically designates the portion 26 of the newly designated Marion Barry Avenue, S.E., between the intersection of Naylor Road 27 and 25 th Street, S.E., and Alabama Avenue, S.E., as “Good Hope Way.” 28 ENGROSSED ORIGINAL 2 Sec. 3. Notwithstanding any other provision of law, the District shall reissue at no charge 29 the following documents to any individual or entity having an address on Good Hope Road, S.E., 30 as of the effective date of this act, to reflect the designation of Marion Barry Avenue, S.E.: 31 (a) Business licenses issued by the Department of Licensing and Consumer Protection; 32 (b) Professional licenses issued by the Department of Licensing and Consumer 33 Protection; 34 (c) Driver’s licenses and identification cards issued by the Department of Motor 35 Vehicles; and 36 (d) Motor vehicle registrations issued by the Department of Motor Vehicl es. 37 Sec. 4. Applicability. 38 (a) This act shall apply upon the later of: 39 (1) July 1, 2023; or 40 (2) The date of inclusion of its fiscal effect in an approved budget and financial 41 plan. 42 (b) The Chief Financial Officer shall certify the date of the inclusion of the fiscal effect in 43 an approved budget and financial plan and provide notice to the Budget Director of the Council 44 of the certification. 45 (c)(1) The Budget Director shall cause the notice of the certification to be published in 46 the District of Columbia Register. 47 ENGROSSED ORIGINAL 3 (2) The date of publication of the notice of the certification shall not affect the 48 applicability of this act. 49 Sec. 5. Fiscal impact statement. 50 The Council adopts the fiscal impact statement in the committee report as the fiscal 51 impact statement required by section 4a of the General Legislative Procedures Act of 1975, 52 approved October 16, 2006 ( 120 Stat. 2038; D.C. Official Code § 1-301.47a). 53 Sec. 6. Effective date. 54 This act shall take effect following approval by the Mayor (or in the event of veto by the 55 Mayor, action by the Council to override the veto), a 30- day period of congressional review as 56 provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 57 24, 1973 (87 Stat. 813; D.C. Official Code §1- 206.02(c)(1)), and publication in the District of 58 Columbia Register. 59
