TheproposalwasevaluatedinaccordancewiththequalificationcriteriaoutlinedinDOCS6189,by
thetechnicalevaluationpanel(TEP)andthecontractingofficer.Thequalificationevaluation
factorswereSpecializedExperience,TechnicalCompetenceandPastPerformance.Basedonthe
consensusandthecontractingofficer’sindependentassessment,SashaBrucemetallcriteria,and
thereforewasdeemedqualifiedandissuedanHCA.
