To officially designate the alley within Square 4546, bounded by 17th Street, N.E., E Street, 20 
N.E., 18th Street, N.E.  and D Street, N.E. as Rev. Lloyd N. Young Court, N.E. 21

BE IT ENACTED BY THE COUNCIL OF TH E DISTRICT OF COLUMBIA, That this 23 
act may be cited as the “Rev. Lloyd N. Young Court Designation Act of 2022”. 24 
Sec. 2. Pursuant to sections 401, 403, and 421 of the Street and Alley Closing and 25 
Acquisition Procedures Act of 1982, effective March 10, 1983 (D.C. Law 4-201; D.C. Official 26 
Code §§ 9-204.01, 9-204.03, and 9-204.21), the Council officially designates the alley within 27 
Square 4546, bounded by 17th Street, N.E., E Street, N.E., 18th Street, N.E.  and D Street, N.E., 28 
as depicted in the plat in the committee report, as “Rev. Lloyd N. Young Court, N.E”. 29 
 Sec. 3. Fiscal impact statement. 30 
 The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact 31 
statement required by section 4a of the General Legislative Procedures Act of 1975, approved 32 
October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).    33 
 Sec. 4.  Effective date. 34 
This act shall take effect following approval by the Mayor (or in the event of veto by the 35 
Mayor, action by the Council to override the veto), a 30-day period of congressional review as 36  2 
 
provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 37 
24, 1973 (87 Stat. 813; D.C. Official Code §1-206.02(c)(1)), and publication in the District of 38 
Columbia Register.  39
