McDuffie 26 27 A BILL 28 _____________ 29 30 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 31 _________________ 32 33 To amend an Act making appropriations for sundry civil expenses of the government for the fiscal 34 year ending June thirtieth, eighteen hundred and eighty to require that the Department of 35 General Services Facilities Management division receive affirmative approval f rom a 36 school-level staff member before marking maintenance or repair requests as complete in 37 the Department’s internal work order system. 38 39 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 40 act may be cited as the “ Work Order Integrity Amendment Act of 2023” . 41 Sec. 2. Section 3 of an Act making appropriations for sundry civil expenses of the 42 government for the fiscal year ending June thirtieth, eighteen hundred and eighty, and for other 43 purposes, approved March 3, 1879 (20 Stat. 408; D.C. Official Code § 38- 402), is amended as 44 follows: 45 (a) Designate the existing text as subsection (a) . 46 (b) A new subsection (b) is added to read as follows: 47 “(b) The Department of General Services (“DGS”) Facilities Management D ivision, 48 established by the Department of General Services Establishment Act of 2011, shall not close 49 work orders issued for D istrict of C olumbia P ublic S chool (“DCPS”) facilities without 50 affirmative approval from an authorized school representative who concurs that the work has 51 been completed to their satisfaction. For purposes of this section, “authorized school 52 representative” means the principal , building foreman, or other school staff member designated 53 by the principal.”. 54 Sec. 3. Fiscal impact statement. 55 The Council adopts the fiscal impact statement in the committee report as the fiscal 56 impact statement required by section 4a of the General Legislative Procedures Act of 1975, 57 approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a). 58 Sec. 4. Effective date. 59 This act shall take effect following approval by the Mayor (or in the event of veto by the 60 Mayor, action by the Council to override the veto), a 30- day period of congressional review as 61 provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 62 24, 1973 (87 Stat. 813; D.C. Official Code § 1- 206.02(c)(1)), and publication in the District of 63 Columbia Register. 64
