1 ___________________________ ___________________________ 1 Councilmember Charles Allen Councilmember Trayon White Sr. 2 3 4 5 ___________________________ ___________________________ 6 Councilmember Christina Henderson Councilmember Zachary Parker 7 8 9 10 11 A BILL 12 13 _________________ 14 15 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 16 17 ______________ 18 19 To specify, on an emergency basis, that the Office of Independent Juvenile Justice 20 Facilities Oversight shall remain open in accordance with the duties, structure, authorities and 21 powers, dispute resolution procedures, confidentiality and anti-retaliation procedures, and 22 funding and organization as provided in Mayor’ Order 2020-115 until October 1, 2024. 23 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , That this 24 act may be cited as the “Office of Independent Juvenile Justice Facilities Oversight 25 Establishment Emergency Act of 2023"”. 26 Sec. 2. (a) There is established, in the Executive Branch of the District of Columbia 27 Government, the Office of Independent Juvenile Justice Facilities Oversight (“Office”). 28 (b)Notwithstanding Section VIII of Mayor’s Order 2020-115, or any subsequent 29 Mayor’s order or regulation or repeal, the Office of Independent Juvenile Justice Facilities shall 30 remain open and operate in accordance with sections I, II, III, IV, V, VI, and VII of Mayoral 31 Order 2020-115 until October 1, 2024. 32 2 (c) The Chief Financial Officer shall provide notice to the Council of any request 33 or intent to reprogram funds from the Office within twenty-hours of receiving the request from 34 the Executive. 35 Sec. 3. Fiscal impact. 36 The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact 37 statement required by section 4a of the General Legislative Procedures Act of 1975, approved 38 October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1 301.47a). 39 Sec. 3. Fiscal impact. 40 The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact 41 statement required by section 4a of the General Legislative Procedures Act of 1975, approved 42 October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1 301.47a). 43 Sec. 4. Effective date. 44 This act shall take effect following approval by the Mayor (or in the event of veto by the 45 Mayor, action by the Council to override the veto), and shall remain in effect for no longer than 46 90 days, as provided for emergency acts of the Council of the District of Columbia in section 47 412(a) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 788; 48 D.C. Official Code § 1-204.12(a)). 49 50
