1 1 _____________________________ 2 Councilmember Charles Allen 3 4 5 6 A BILL 7 8 _______ 9 10 11 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 12 13 ____________________ 14 15 16 To amend, on an emergency basis, due to congressional review, the Department of Transportation 17 Establishment Act of 2002 to authorize the Director to make grants of more than $1 million 18 to the National Park Service for certain projects in the Buzzard Point neighborhood. 19 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 20 act may be cited as the “Buzzard Point Park and Trails National Park Service Grant 21 Congressional Review Emergency Amendment Act of 2023”. 22 Sec. 2. Section 3(c) of the Department of Transportation Establishment Act of 2002, 23 effective May 21, 2002 (D.C. Law 14-137; D.C. Official Code § 50-921.02(c)), is amended by 24 adding a new paragraph (5) to read as follows: 25 “(5) Notwithstanding paragraph (1) of this subsection, the Director may issue 26 grants, including grants in excess of $1 million, to the National Park Service for the purpose of 27 planning, designing, constructing, making improvements to, or maintaining parks and trails 28 within the Buzzard Point neighborhood.”. 29 Sec. 3. Fiscal impact statement. 30 The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact 31 statement required by section 4a of the General Legislative Procedures Act of 1975, approved 32 October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a). 33 2 Sec. 4. Effective date. 34 This act shall take effect following approval by the Mayor (or in the event of veto by the 35 Mayor, action by the Council to override the veto), and shall remain in effect for no longer than 36 90 days, as provided for emergency acts of the Council of the District of Columbia in section 37 412(a) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 788; 38 D.C. Official Code § 1-204.12(a)). 39
