To amend, on an emergency basis, the Safe Fields and Playgrounds Act of 2018 to require that 13 
the Department of General Services install a natural grass field at Lafayette Elementary 14 
School. 15

BE IT ENACTED BY THE COUNCIL DISTRICT OF COLUMBIA, That this act may 17 
be cited as the “Lafayette Elementary School Grass Field Emergency Amendment Act of 2024	”. 18 
Sec. 2. Section 4 of the Safe Fields and Playgrounds Act of 2018, effective April 11	, 19 
2019 (D.C. Law 22-	293; D.C. Official Code § 10	-171.03), is amended by adding a new 20 
subsection (i) to read as follows: 21 
 “(i) Notwithstanding any other provision of law, DGS shall install a natural grass field at 22 
Lafayette Elementary School , located in Lot 12 in Square 2012.”	.  23 
Sec. 3. Fiscal impact statement. 24 
The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact 25 
statement required by section 4a of the General Legislative Procedures Act of 1975, approved 26 
October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-	301.47a). 27 
Sec. 4. Effective date. 28 
This act shall take effect following approval by the Mayor (or in the event of veto by the 29 
Mayor, action by the Council to override the veto), and shall remain in effect for no longer than 30 
90 days, as provided for emergency acts of the Council of the District of Columbia in section 31  2 
 
412(a) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 788; 32 
D.C. Official Code § 1-	204.12(a)). 33
