To amend, on a temporary basis, the Freedom of Information Act of 1976 to exempt from 10 
disclosure critical infrastructure information or plans that contain critical infrastructure 11 
information for the critical infrastructures of the District of Columbia Water and Sewer 12 
Authority. 13

 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 15 
act may be cited as the “DC Water Critical Infrastructure Freedom of Information Clarification 16 
Temporary Amendment Act of 2024”. 17 
Sec. 2. Section 204(a)(15) of the Freedom of Information Act of 1976, effective March 18 
29, 1977 (D.C. Law 1-96; D.C. Official Code § 2-534(a)(15)), is amended by striking the phrase 19 
“critical infrastructures of companies that are regulated by the Public Service Commission of the 20 
District of Columbia” and inserting the phrase “critical infrastructures of the District of 21 
Columbia Water and Sewer Authority or companies that are regulated by the Public Service 22 
Commission of the District of Columbia” in its place. 23 
 Sec. 3. Fiscal impact statement. 24 
 The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact 25 
statement required by section 4a of the General Legislative Procedures Act of 1975, approved 26 
October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a). 27    	ENGROSSED ORIGINAL

 Sec. 4. Effective date. 28 
(a) This act shall take effect following approval by the Mayor (or in the event of veto by 29 
the Mayor, action by the Council to override the veto), a 30-day period of congressional review 30 
as provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 31 
24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)), and publication in the District of 32 
Columbia Register.  33 
(b) This act shall expire after 225 days of its having taken effect. 34
