To amend, on a temporary basis, the Department of Transportation Establishment Act of 2002 to 9 
authorize the Director to make grants of more than $1 million to the National Park Service 10 
for certain projects in the Buzzard Point neighborhood. 11 
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 12 
act may be cited as the “Buzzard Point Park and Trails National Park Service Grant Temporary 13 
Amendment Act of 2024”. 14 
Sec. 2. Section 3(c) of the Department of Transportation Establishment Act of 2002, 15 
effective May 21, 2002 (D.C. Law 14-137; D.C. Official Code § 50-921.02(c)), is amended by 16 
adding a new paragraph (5) to read as follows: 17 
“(5) Notwithstanding paragraph (1) of this subsection, the Director may issue  18 
grants, including grants in excess of $1 million, to the National Park Service for the purpose of 19 
planning, designing, constructing, making improvements to, or maintaining parks and trails within 20 
the Buzzard Point neighborhood.”. 21 
Sec. 3. Fiscal impact statement.  22 
The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact 23 
statement required by section 4a of the General Legislative Procedures Act of 1975, approved 24 
October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a). 25    	ENGROSSED ORIGINAL

 Sec. 4. Effective date. 26 
   (a) This act shall take effect following approval by the Mayor (or in the event of veto by 27 
the Mayor, action by the Council to override the veto), a 30-day period of congressional review as 28 
provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 24, 29 
1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)), and publication in the District of 30 
Columbia Register.  31 
(b) This act shall expire after 225 days of its having taken effect. 32
