To authorize, on a temporary basis, the Deputy Mayor for Planning and Economic Development 41
to provide grant funding to a technology incubator in the District. 42

BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 44
act may be cited as the “Deputy Mayor for Planning and Economic Development Technology 45
Incubator Grant Temporary Act of 2024”. 46
Sec. 2. Section 2032 of the Deputy Mayor for Planning and Economic Development 47
Limited Grant-Making Authority Act of 2012, effective September 20, 2012 (D.C. Law 48
19-168; D.C. Official Code § 1-328.04), is amended by adding a new subsection (jj) to read as 49
follows: 50
“(jj) Notwithstanding the Grant Administration Act of 2013, effective December 24, 2013 51
(D.C. Law 20-61; D.C. Official Code § 1-328.11 et seq.): 52
(1) In Fiscal Year 2024, the Deputy Mayor shall award a grant of $500,000 to 53
Capital Factory for the purpose of supporting a technology incubator in the District; and 54
(2) In Fiscal Year 2025, the Deputy Mayor shall award a grant of $1,500,000 000 55
to Capital Factory for the purpose of supporting a technology incubator in the District.”. 56 ENGROSSED ORIGINAL

Sec. 3. Fiscal impact statement. 57
The Council adopts the fiscal impact statement of the Budget Director as the fiscal 58
impact statement required by section 4a of the General Legislative Procedures Act of 1975, 59
approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a). 60
Sec. 4. Effective date. 61
(a) This act shall take effect after approval by the Mayor (or in the event of veto by 62
the Mayor, action by the Council to override the veto), a 30-day period of congressional review 63
as provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 64
24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)), and publication in the District of 65
Columbia Register. 66
(b) This act shall expire after 225 days of its having taken effect. 67
