To amend Chapter 10 of Title 47 of the District of Columba Official Code to provide real 10
property located at tax exemption for the Washington Human Society, on a property 11
located at 1022 M Street, SE, SSL 0976 0014. 12

BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 14
act may be cited as the "Washington Humane Society Real Property Tax Exemption and 15
Equitable Tax Relief Act of 2024". 16
Sec. 2. Chapter 10 of Title 47 of the District of Columbia Official Code is amended as 17
follows: 18
(a) The table of contents is amended by adding a new section designation to read 19
as follows: 20
"47-1099.14. The Washington Humane Society Real Property Tax Exemption" 21
(b) A new section 47- 1099.14 is added to read as follows: 22

“(a) The real property, and any improvements on the property, located at 1022 M Street, 24
SE, in Lot 0014, Square 0976 owned by the Washington Human Society shall be exempt from 25
the tax imposed by Chapter 8 of this title, so long as the Property is owned by the Washington 26
Humane Society.” 27
“(b) The tax exemption provided pursuant to this paragraph shall be in addition to, and 28
not in lieu of, any other tax exemption for the Washington Humane Society.” 29

Sec. 3. Fiscal impact statement 31
The Council adopts the fiscal impact statement in the committee report as the fiscal 22 32
impact statement required by section 4a of the General Legislative Procedures Act of 1975, 23 33
approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1- 301.47a). 34
Sec. 4. Effective date. 35
This act shall take effect following approval by the Mayor (or in the event of veto by the 36
Mayor, action by the Council to override the veto), a 30- day period of Congressional review as 37
provided in Section 602(c)(1) of the District of Columbia Home Rule Act, approved December 38
24, 1973 (87 Stat. 813; D.C. Official Code § 1- 206.02(c)(1)), and publication in the District of 39
Columbia Register, and there is hereby appropriated such amounts as are necessary to effectuate 40
the intent of this bill. 41
