To amend the Food Stamp Expansion Act of 2009 to provide increased financial assistance  14 
through the Supplemental Nutrition Assistance Program (SNAP) for senior residents of  15 
the District of Columbia, addressing food insecurity among the aging population. 16 
 17 
 BE IT ENACTED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this  18 
 19 
act may be cited as the “Senior SNAP Enhancement Act of 2024”.  20 
 21 
 Section 2: The Food Stamp Expansion Act of 2009, effective March 3, 2010 (D.C. Law  22 
 23 
18- 38 111; D.C. Official Code § 4-261.01 et seq.) is amended as follows:  24 
 25 
(a) Section 5081 (D.C. Official Code § 4-261.01) is amended as follows: 26 
 27 
(1) A new section 5086 is added to read as follows: 28 
 29 
“Sec. 5086. Senior SNAP Enhancement.  30 
 31 
“(a) Beginning October 1, 2025, a senior participant in SNAP shall be entitled to receive  32 
 33 
locally funded supplemental benefits if the participant’s total monthly allotment is less than 15%  34 
 35 
of the federal eligible maximum monthly allotment.  36 
 37 
“(b) The locally funded supplemental benefits shall be calculated as the difference  38 
 39 
between the federal eligible monthly maximum allotment plus 30% and rounded up to the  40 
 41 
nearest dollar.”. 42

Section 3. Fiscal impact statement. 44 
 45 
 The Council adopts the fiscal impact statement in the committee report as the fiscal  46

 47 
impact statement required by section 602(c)(3) of the District of Columbia Home Rule Act,  48 
 49 
approved December 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(3)). 50 
 51 
 Section 4. Effective date. 52 
 53 
 This act shall take effect following approval by the Mayor (or in the event of veto by the  54 
 55 
Mayor, action by the Council to override the veto), a 30-day period of Congressional review as  56 
 57 
provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December  58 
 59 
24, 1973 (87 Stat. 813: D.C. Official Code § 1-206.02(c)(1)) and publication in the District of  60 
 61 
Columbia Register. 62
