White, Jr. 10 11 12 13 A CEREMONIAL RESOLUTION 14 __________ 15 16 17 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 18 19 ____________________ 20 21 To posthumously recognize and honor the life of Alease S. (Neal) Chichester. 22 WHEREAS, Alease Sarah Chichester was born Sarah Alease Neal on December 23, 1943, 23 and later legally exchanged her first and middle names, preferring to go by Alease; 24 WHEREAS, Alease Chichester attended Maggie Walker High School in Richmond, 25 Virginia and spent her summers in New York with her Aunt Kate; 26 WHEREAS, during her high school years, Alease Chichester was on the majorette team 27 and voted Miss Royal Knight by the local African American young men’s social club of the same 28 name; 29 WHEREAS, Alease Chichester attended Virginia Union University where she met Howard 30 Chichester, who she later married in 1968; 31 WHEREAS, Alease Chichester moved to Washington, D.C. from Richmond, Virginia and 32 took a job in the personnel department at Woodward & Lothrop; 33 WHEREAS, Alease Chichester, in 1976, took a position with U.S. Congressman Charles 34 C. Diggs Jr., Michigan 13 th District in the U.S. House of Representatives; 35 WHEREAS, Alease Chichester later took a position with CBS’s Office of Government 36 Affairs, where she worked for a decade before returning to the public sector; 37 WHEREAS, Alease Chichester returned to the public sector as the Director of Constituent 38 Services for Ward 5 Councilmember Harry L. Thomas, Sr.; 39 WHEREAS, Alease Chichester held positions with the DC Department of Public Works 40 and the DC Department of Consumer and Regulatory Affairs before her retirement; 41 WHEREAS, Alease Chichester was a long-time member of Northeastern Presbyterian 42 Church and followed Pastor Harding when he left to found Prince George’s Community Church; 43 and 44 WHEREAS, Alease Chichester was the daughter of Jack Duffin Perry Neal and Ona Love 45 King, loving mother to Mark and Naya, sister to her brothers Jack Jr. and Jimmie and her half-46 sister Ethel Neal, and a loving family member and friend to many. 47 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 48 resolution may be cited as the “Alease Sarah (Neal) Chichester Posthumously Ceremonial 49 Resolution of 2023”. 50 Sec. 2. The Council of the district of Columbia posthumously recognizes and honors the 51 life of Alease S. (Neal) Chichester. 52 Sec. 3. This resolution shall take effect immediately upon the first date of publication in 53 the District of Columbia Register. 54
