IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To posthumously recognize and honor the life of Alease S. (Neal) Chichester. 
WHEREAS, Alease Sarah 	Chichester was born Sarah Alease Neal on December 23, 1943, 
and later legally exchanged her first and middle names, preferring to go by Alease; 
WHEREAS, Alease Chichester attended Maggie Walker High School in Richmond, 
Virginia and spent her summers in New York with her Aunt Kate; 
WHEREAS, during her high school years, Alease Chichester was on the majorette team 
and voted Miss Royal Knight
 by the local African American young men’s social club of the same 
name; 
WHEREAS, Alease Chichester attended Virginia Union University where she met Howard 
Chichester, who she later married in 1968; 
WHEREAS, Alease Chichester moved to Washington, D.C. from Richmond, Virginia and 
took a job in the personnel department at Woodward & Lothrop; 
WHEREAS, Alease Chichester, in 1976, took a position with U.S. Congressman Charles 
C. Diggs Jr., Michigan 13

 District in the U.S. House of Representatives; 
WHEREAS, Alease Chichester later took a position with CBS’s Office of Government 
Affairs, where she worked for a decade before returning to the public sector; 
WHEREAS, Alease Chichester returned to the public sector as the Director of Constituent 
Services for Ward 5 Councilmember Harry L. Thomas, Sr.;  
WHEREAS, Alease Chichester held positions with the DC Department of Public Works 
and the DC Department of Consumer and Regulatory Affairs before her retirement	;

WHEREAS, Alease Chichester was a long-time member of Northeastern Presbyterian 
Church and followed Pastor Harding when he left to found Prince George’s Community Church; 
and 
WHEREAS, Alease Chichester was the daughter of Jack Duffin Perry Neal and Ona Love 
King, loving mother to Mark and Naya, sister to her brothers Jack Jr. and Jimmie and her half-
sister Ethel Neal, and a loving family member and friend to many. 
RESOLVED, BY THE COUNC IL OF THE DISTRICT OF COLUMBIA, T	hat this 
resolution may be cited as the “Alease Sarah (Neal) Chichester Posthumously Ceremonial 
Resolution of 2023”.  
Sec. 2. The Council of the district of Columbia posthumously recognizes and honors the 
life of Alease S. (Neal) Chichester. 
Sec. 3. This resolution shall take effect immediately.
