IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To posthumously recognize and honor the life and accomplishments of Ja	quelyn Renee’ Glover. 
 
WHEREAS, Jacquelyn Renee’ Glover was born on June 10, 1974 in Albany, New York to 
Dr. Lillie Beasley Glover and Major Herman W. Glover Jr; 
WHEREAS, Jacquelyn Renee’ Glover was raised in Orangeburg, South Carolina as a 
member of the Williams Chapel AME Church and an affiliate of Evening Light Church of God in 	Laurens, SC.; 
WHEREAS, Jacquelyn Renee’ Glover completed her secondary education at Wilkinson 
High School in Orangeburg, SC, and at North Carolina A&T State University in Greensboro, North 	Carolina where she earned a Bachelors of Science in Architectural Engineering; 
WHEREAS, Jacquelyn Renee’ Glover completed her post -secondary education at John 
Hopkins University in Baltimore, Maryland with a Business Leadership Development Certificate 	and The Catholic University of America in Washington D.C. with a Master of Science degree in 
Engineering/Construction Engineering Management; 
WHEREAS, Jacquelyn Renee’ Glover spent 26 years working on her passion in various 
architectural and engineering projects throughout the District of Columbia and surrounding area; 
WHEREAS, Jacquelyn Renee’ Glover held roles within the construction industry that 
included principal (CEO), partner, managing director, project manager, senior facilities engineer, 
as well as architectural engineering coordinator for private and public sector clients; 
WHEREAS, in her career Jacquelyn Renee’ Glover ended her time as the Vice President 
of Business Development, Delon Hampton Associates, Chartered; 
WHEREAS, Jacquelyn Renee’ Glover had a passion for developing leaders in her field 
and helping others within the construction industry grow;

WHEREAS, Jacquelyn Renee’ Glover was an advocate for inclusion and equity for women 
and Black professionals within the engineering, architecture and infrastructure industries; and 
WHEREAS, Jacquelyn Renee’ Glover leaves behind a legacy of compassion for her family 
and for pursuing her passion of engineering and business leadership development. 
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, T	hat this 
resolution may be cited as the “Jacquelyn Renee’ Glover Posthumous Ceremonial Recognition 
Resolution of 2023”.  
Sec. 2. The Council of the District of Columbia recognizes and honors Jacquelyn Renee’ 
Glover for her years of dedication to her passion of engineering and construction with the District 
of Columbia and commitment to helping leaders within the industry develop and build upon their 
leadership skills. 
Sec. 3. This resolution shall take effect immediately.
