IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 10

To recognize, honor, and express gratitude to David Umansky for his years of service to the 14 
District of Columbia on the occasion of his retirement from public service. 15 
 16 
WHEREAS, David Umansky began his career as a reporter and columnist for the 17 
Philadelphia Inquirer; he moved to the District of Columbia in the early 1970s; was a Presidential 18 
Appointee in the Carter Administration and served as Administrative Assistant to a Member of 19 
Congress; joined Burson Marstellar, now known as Burson Cohn & Wolfe, one of the world’s 20 
largest communications agencies, where he was promoted to Senior Vice President in 1989; and 21 
served as the Director of Communications for the Smithsonian Institution from 1994 to 2002; 22 
 23 
WHEREAS, Mr. Umansky joined the Office of the Chief Financial Officer (OCFO) in 24 
2008 as Public Affairs Officer; during his tenure, he developed the OCFO’s newsletter, The 25 
BottomLine, to highlight OCFO employee achievements and build support for the agency’s 26 
mission and initiatives;  27 
 28 
WHEREAS, Mr. Umansky, as the OCFO’s Public Affairs Officer, developed relationships 29 
with business groups, Advisory Neighborhood Commissions, and city-wide community 30 
organizations to keep stakeholders informed about the OCFO’s activities; maintained 31 
communications with media outlets to publicize the OCFO’s mission, activities and 32 
accomplishments; and was instrumental in coordinating with entities within the District to 33 
facilitate outreach efforts for District residents; 34 
 35 
WHEREAS, Mr. Umansky represents the OCFO’s ideal of a public servant who strives 36 
every day to provide the highest standard of service to residents, businesses, visitors and the 37 
Government of the District of Columbia by being service driven with a strong work ethic; 38 
motivated and mission focused; accountable; respectful of customers and co-workers; trustworthy 39 
and team-Focused; empowered to achieve excellence; and results oriented, or SMARTER; and  40 
 41 
WHEREAS, Mr. Umansky gained the respect and admiration of members in the legislative 42 
and executive branches of the District government as a professional who delivered high-quality 43 
service to the residents of the District of Columbia for fifteen years.  44

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 46 
resolution may be cited as the “David Umansky Ceremonial Recognition Resolution of 2023”. 47 
 48 
Sec. 2. The Council recognizes David Umansky on the occasion of his retirement from the 49 
OCFO and for the distinguished service and valuable contributions he has made to the District of 50 
Columbia government. 51

Sec. 3. This resolution shall take effect immediately. 53
