To recognize, honor, and express gratitude to Clarence “Garret” Whitescarver for his years of 14
service to the District of Columbia on the occasion of his retirement from the 15
Government of the District of Columbia. 16

WHEREAS, Clarence “Garret” Whitescarver is currently the Department of Buildings’ 18
(DOB) Chief Building Official, a position he has held since 2017; 19
20
WHEREAS, in the position, he reviews plans and issues permits for all non-federal 21
construction on private space in the District, which includes permits for new construction, 22
additions, demolition and razing, and garages and fences; 23
24
WHEREAS, Mr. Whitescarver is a native of southern California, and first came to the 25
region to attend the United States Naval Academy in Annapolis, Maryland; 26
27
WHEREAS, Mr. Whitescarver attended the Naval Academy from 1973 through 1977 and 28
graduated with a commission in the United States Marine Corps. He spent eight years as a jet pilot 29
in the Marine Corps and eventually transitioned to the United States Air Force for his ninth year 30
of service; 31

WHEREAS, following his military career, Mr. Whitescarver decided to transition to the 33
building industry after 10 years in the corporate world working at a pharmaceutical company in 34
Las Vegas; 35

WHEREAS, in the wake of the 2008 housing crisis, Mr. Whitescarver embraced another 37
aspect of the building industry, exploring code inspection opportunities. He first found a code 38
inspector position and relocated to Washington, D.C., and then shortly after being hired, he became 39
a supervisor. Mr. Whitescarver quickly moved up the ranks in the former Department of Consumer 40
and Regulatory Affairs (DCRA) to his current position as the DOB chief building official; and 41

WHEREAS, Mr. Whitescarver gained the respect and admiration of members in the 43
legislative and executive branches of the District government as a professional who has delivered 44
high-quality service to the residents of the District of Columbia for more than a decade. 45

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 47
resolution may be cited as the “Clarence “Garret” Whitescarver Ceremonial Recognition 48
Resolution of 2023”. 49

Sec. 2. The Council recognizes and thanks Clarence “Garret” Whitescarver on the occasion 51
of his retirement as DOB Chief Building Official and for the distinguished service and valuable 52
contributions he has made to the District government and its citizens. 53

Sec. 3. This resolution shall take effect immediately. 55
