A CEREMONIAL RESOLUTION
25-102
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
September 19, 2023
To recognize, honor, and express gratitude to Clarence “Garret” Whitescarver for his years of
service to the District of Columbia on the occasion of his retirement from the
Government of the District of Columbia.
WHEREAS, Clarence “Garret” Whitescarver is currently the Department of Buildings ’
(DOB) Chief Building Official, a position he has held since 2017;
WHEREAS, in the position, he reviews plans and issues permits for all non- federal
construction on private space in the District, which includes permits for new construction,
additions, demolition and razing, and garages and fences;
WHEREAS, Mr. Whitescarver is a native of southern California, and first came to the
region to attend the United States Naval Academy in Annapolis, Maryland;
WHEREAS, Mr. Whitescarver attended the Naval A cademy from 1973 through 1977 and
graduated with a commission in the United States Marine Corps. He spent 8 years as a jet pilot in
the Marine Corps and eventually transitioned to the United States Air Force for his ninth year of
service;
WHEREAS, following his military career, Mr. Whitescarver decided to transition to the
building industry after 10 years in the corporate world working at a pharmaceutical company in
Las Vegas;
WHEREAS, in the wake of the 2008 housing crisis, Mr. Whitescarver embraced another
aspect of the building industry, exploring code inspection opportunities. He first found a code
inspector position and relocated to Washington, D.C., and then s hortly after being hired, he became
a supervisor. Mr. Whitescarver quickly moved up the rank s in the former Department of Consumer
and Regulatory Affairs (DCRA) to his current position as the DOB chief building official; and
WHEREAS, Mr. Whitescarver gained the respect and admiration of members in the
legislative and executive branches of the District government as a professional who has deliver ed
high-quality service to the residents of the District of Columbia for more than a decade.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “ Clarence “Garret” Whitescarver Ceremonial Recognition
Resolution of 2023”.
Sec. 2. The Council recognizes and thanks Clarence “Garret” Whitescarver on the occasion
of his retirement as DOB Chief Building Official and for the distinguished s ervice and valuable
contributions he has made to the District government and its citizens.
Sec. 3. This resolution shall take effect immediately.
