A CEREMONIAL RESOLUTION 
 
25-104  
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 
 
September 19, 2023 
 
To recognize and celebrate Philip E. Pannell for his tenure with the Anacostia Coordinating 
Council and his accomplishments as a political activist and community leader. 
 
WHEREAS, Philip E. Pannell is a native of Newport News, Virginia and was educated in 
a racially segregated environment; 
 
WHEREAS, Mr. Pannell is a graduate of Fordham University and did graduate work in 
political science at Howard University ; 
 
WHEREAS, in 1975, Mr. Pannell was selected by then-Ward 4 Councilmember Arrington 
Dixon to work on the Council’s Government Operations Committee and to establish, organize, 
and run the District’s first constituent services office; 
 
WHEREAS, Mr. Pannell also 	has served in a wide variety of civic capacities since coming 
to the District, including president of the Congress Heights Community Association and the 
Anacostia/Bellevue/Congress Heights AARP Chapter #4870. He also has served as treasurer of 
the Friends of the Parkland-	Turner Neighborhood Library and the vice chairman of the board of 
the Community College Preparatory Academy Public Charter School; 
 
WHEREAS, Mr. Pannell has received over 100 awards during his nearly four decades of 
work and service in Washington, DC;  
 
WHEREAS, in 2011 he received the U.S. President’s Call to Service Award and in 2012 
received the D.C. Federation of Civic Associations’ award for the Outstanding President of a 
Member Association and the Smithsonian Anacostia Community Museum’s Community Service 
Award; 
 
WHEREAS, in 1995, Mr. Pannell became E	xecutive Director of the Anacostia 
Coordinating Council and has been the only person to serve as executive director of the 
organization since its inception; and 
 
WHEREAS, for nearly 50 years as a resident of the District of Columbia, and nearly 	30 
years as Executive Director of the Anacostia Coordinating Council, Philip E. Pannell has dedicated     	ENROLLED ORIGINAL

his time and his talents to creating a better, stronger, more vibrant community east of the Anacostia 
River, which only enhances the District of Columbia as a whole. 
 
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 
resolution may be cited as the “Philip E. Pannell Anacostia Coordinating Council 30
th
 Anniversary 
Ceremonial Recognition Resolution of 2023”. 
 
Sec. 2. The Council recognizes and celebrates the diligent work of Philip E. Pannell with 
the Anacostia Coordinating Council for nearly 30 years, and salutes the community service, 
political activism, and social engagement that has defined his civic career. 
 
Sec. 3. This resolution shall take effect immediately.
