Gray 17 18 19 20 ______________________________ ______________________________ 21 Councilmember Janeese Lewis George Councilmember Brooke Pinto 22 23 24 25 ______________________________ ______________________________ 26 Councilmember Zachary Parker Councilmember Christina Henderson 27 28 29 30 ______________________________ 31 Councilmember Matthew Frumin 32 33 34 A CEREMONIAL RESOLUTION 35 36 __________ 37 38 39 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 40 41 ___________ 42 43 44 To recognize and honor the month of October as Housing Cooperative Month and to highlight 45 the importance of cooperatives within the District’s housing ecosystem. 46 2 47 WHEREAS, the United States has recognized October as National Co -op Month since 48 1964; 49 WHEREAS, the 6 fundamental values of cooperatives are self-help, self-responsibility, 50 democracy, equality, equity, and solidarity; 51 WHEREAS, the 7 cooperative principles are voluntary and open membership; 52 democratic member control; members’ economic participation; autonomy and independence; 53 education, training, and information; cooperation among cooperatives; and concern for 54 community; 55 WHEREAS, a housing cooperative is a collectively owned and managed entity that 56 provides an opportunity for homeownership and the development of long-term, sustainable 57 communities; 58 WHEREAS, housing cooperatives operate democratically with a member-elected board, 59 providing co- op residents with more input in the operation of their building; 60 WHEREAS, housing cooperatives preserve and propagate affordability for low - 61 and moderate-income individuals and families, combatting the affordable housing dilemma 62 while simultaneously catalyzing the social and economic growth of residents; 63 WHEREAS, the District of Columbia has been dedicated to establishing housing 64 cooperatives since 1920 and has cherished their vital importance to the city’s history, fabric, and 65 landscape; 66 WHEREAS, the District has supported the creation of limited equity housing cooperatives 67 since 1979 and currently has over 4,300 limited equity cooperative units across approximately 100 68 buildings; 69 WHEREAS, the District of Columbia Limited Equity Cooperative Task Force 70 3 issued a report on limited equity cooperatives in October 2019, followed by a study 71 completed in February 2020 by the Coalition for Nonprofit Housing and Economic 72 Development, to deepen the District’s understanding of cooperatives in its existing housing 73 landscape. 74 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 75 resolution may be cited as the “Housing Cooperative Month Recognition Resolution of 2023”. 76 Sec. 2. The Council of the District of Columbia recognizes and highlights the 77 significance of housing cooperatives throughout the District and declares October as “Housing 78 Cooperative Month” in the District of Columbia. 79 Sec. 3. This resolution shall take effect immediately upon the first date of publication in 80 the District of Columbia Register. 81
