Nadeau 6 7 8 ___________________________ 9 Councilmember Zachary Parker 10 11 12 13 A CEREMONIAL RESOLUTION 14 15 ______ 16 17 18 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 19 20 __________ 21 22 23 To honor the life of Cahli Thomas and recognize his many contributions to the District of Columbia 24 and its residents. 25 26 WHEREAS, Cahli Thomas was a life-long District resident who dedicated his life to public 27 service; 28 29 WHEREAS, Cahli grew up in the Capitol Hill neighborhood of the District and graduated 30 from Gonzaga College High School, where he was the captain of the basketball team; 31 32 WHEREAS, Cahli went on to graduate from Delaware State University, where he also 33 played basketball, and then returned to the District to begin a career of public service; 34 35 WHEREAS, while still in high school, Cahli began participating in the Green Zone 36 Environmental Program, through the Department of Energy and Environment (“DOEE”), and then 37 returned to DOEE after graduating from college, taking every position available to him, until 38 accepting a full-time position in the Energy Administration; 39 40 WHEREAS, at DOEE, Cahli served as an energy program specialist and led the D.C. State 41 Energy Program, which hosts energy programming, including youth bicycle education clinics and 42 a low-income electric bike program; 43 44 2 WHEREAS, Cahli co-organized and hosted DOEE’s annual Electric Vehicle Grand Prix 45 competition, which helps high school students learn about and build electric vehicles that they 46 eventually race; 47 48 WHEREAS, Cahli went out of his way to recruit young people to follow his path to 49 working at DOEE and serving their city, in particular, Cahli took care to help expand the Electric 50 Vehicle Grand Prix to new teams and support those teams, especially Anacostia High School; 51 52 WHEREAS, on October 16, 2023, Cahli was another victim of the scourge of gun violence 53 in the District and across the country; 54 55 WHEREAS, Cahli will be remembered fondly for his work at DOEE, and his support of 56 so many young people has created a legacy that will live long after he is gone; and 57 58 WHEREAS, Cahli is survived by his mother Carla, his father Karl, and his beautiful 7-59 year-old daughter, Nova. 60 61 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 62 resolution may be cited as the “Cahli Thomas Memorial Recognition Resolution of 2023”. 63 64 Sec. 2. The Council of the District of Columbia expresses its condolences to the family of 65 Cahli Thomas, its recognition of his years of service to his community and his city, and honors his 66 memory. 67 68 Sec. 3. This resolution shall take effect immediately upon the first date of publication in 69 the District of Columbia Register. 70
