ENROLLED ORIGINAL 1 A CEREMONIAL RESOLUTION 25-175 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA February 6, 2024 To celebrate the life and advocacy of Donald R. Dinan, a longtime and well -known resident of the District of Columbia on the occasion of his recent passing. WHEREAS, Donald R. Dinan was a longtime and well -known resident of Ward 6 in the District of Columbia and made significant contributions to the local community through his active and valuable participation in the DC Democratic Party, various local campaigns and in the social and cultural life of DC; WHEREAS, Mr. Dinan was born in Nashua, NH, on August 28, 1949, and lived in Ellicott City, MD, from fourth grade through college; WHEREAS, Mr. Dinan was a graduate of the University of Pennsylvania Wharton School of Finance, the Georgetown University Law Center, and the London School of Economic and Political Science; WHEREAS, he served as the former Director of the Unfair Import Investigations Division of the US International Trade Commission and as an Investigative Attorney and a significant contributor to the formulation of the original Rules of Practice and Enforcement governing Section 337; WHEREAS, Mr. Dinan was well -regarded for his work in federal court litigation, transnational litigation, and international arbitration, including his selection as a Lawyer of Distinction, a prestigious honor reflecting peer recognition and professional achievement ; WHEREAS, he actively participated in various professional associations, including the American and Federal Bar Associations, served as Legal Counsel to the Democratic State Committee, and held the position of former President of the US International Trade Commission Historical Society; WHEREAS, Mr. Dinan’s stellar engagement with many political candidates, advocacy groups and successful political outcomes cannot be overlooked and will likely be cherished by the recipients of his wise advice for many years into the future; ENROLLED ORIGINAL 2 WHEREAS, Mr. Dinan also played an active role in DC politics for over 45 years, serving as President of the Ward 6 Democrats, General Counsel to the DC Democratic State Committee, member of the Democratic National Committee's Rules and Bylaws Committee and Super Delegate 3 times at Democratic National Conventions ; WHEREAS, in addition to his professional commitments, Mr. Dinan generously shared his knowledge and time as an Adjunct Professor of International Trade and Intellectual Property at Georgetown University Law School; WHEREAS, he became a partner at Goetz Fitzpatrick LLP in September 2015 and was a member of the Bars of Washington, DC; New York; and Massachusetts. RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, T hat this resolution may be cited as the “Donald R. Dinan Memorial Recognition Resolution of 2024.” Sec. 2 The Council of the District of Columbia recognizes and honors the incredible life of Donald R. Dinan and express our deepest condolences to his wife, daughter, and the entire District community for the loss of an intelligent and ‘go- to- person and friend who will be sorely missed. Sec. 3. This resolution shall take effect immediately.
