A CEREMONIAL RESOLUTION  
 
25-176     
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA  
  
February 6, 2024 
 To commemorate and recognize February 7, 2024, as National Girls & Women in Sports Day in   
the District of Columbia. 
 
WHEREAS,
 in 1987, the Women’s Sports Foundation held the first National Girls and 
Women in Sports Day (NGWSD) to commemorate the Olympic volleyball player Flo Hyman for 
her athletic achievements and dedication to promoting equality in women’s sports; 
WHEREAS, the Women’s Sports Foundation was established in 1974 to advance the 
lives of women and girls through sports and physical activity; 
WHEREAS, in 2022, the Women’s Sports Foundation from its inception in 1974 to this 
year’s Title IX’s 50
th
 anniversary, has invested over $100 million in impact efforts, helping to 
shape the lives of millions of youth; 
WHEREAS, the Women’s Sports Foundation established its first grant programs, 
including summer camp scholarships in 1977;  
WHEREAS, in 1990, the Women’s Sports Foundation marked their first year awarding 
of Grants for Girls, distributing $545,000 over 12 years to fund equipment, facility rentals, and 
apparel for girls’ sports programs nationwide; 
WHEREAS, in 1980, the Women’s Sports Foundation launched the International 
Women’s Sports Hall of Fame to honor history-	making female athletes and coaches and to 
solidify the reputation of female athletics worldwide; 
WHEREAS, the Women’s Sports Foundation launched their Internship Program in 1982; 
WHEREAS, in 1985, the Women’s Sports Foundation created their High School All-Star 
program, recognizing more than 1,700 female athletes while providing more than $1 million in 
college scholarships;

WHEREAS, the Women’s Sports Foundation published The Wilson Report: Moms, 
Dads, Daughters, and Sports, the first large-scale, nationwide, intergenerational study of the 
female sports experience;  
WHEREAS, in 2018, the Women’s Sports Foundation joined forces with Athlete Ally, a 
nonprofit LGBTQ+ athlete advocacy group, and over 60 elite athletes globally, join in opposition 
to the International Association of Athletics Federations (IAAF)’s eligibility regulations for 
female track athletes; 
WHEREAS, in 1997, the Women’s Sports Foundation publishes The Women’s Sports 
Foundation Gender Equity Report Card, examining more than 700 National College Athletic 
Association (NCAA) universities for compliance with Title IX; 
WHEREAS, in 2001, the Women’s Sports Foundation published Health Risks and the 
Teen Athlete, providing evidence that participating in sport fundamentally reduces common 
health risks faced by teen girls; 
WHEREAS, in 2003, the Women’s Sports Foundation worked tirelessly with over 100 
organizations to protect Title IX, as the law was threatened to be dismantled by the current 
administration at the time; 
WHEREAS, in 2017, the Women’s Sports Foundation published Title IX and Girls in 
Sports Poll Report, marking the 45
th
 Anniversary of this landmark legislation, and measuring 
Title IX awareness and support as well as attitudes and behaviors surrounding girls’ sports 
participation; 
WHEREAS, in 2020, the Women’s Sports Foundation established The Equity Project, a 
new collective-impact initiative designed to close the gaps in equitable access to, and 
opportunities in, sports; 
WHEREAS, in 2021, the Women’s Sports Foundation launched its ‘We Play Interactive’ 
a first-of-its kind digital resource for coaches, leaders, and mentors of girl-serving sports 
programs. 
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this  
resolution may be cited as the “National Girls & Women in Sports Day Ceremonial Recognition 
Resolution of 2024”.  
Sec. 2. The Council acknowledges National Girls & Women in Sports Day in the District of 
Columbia as a tribute to celebrate and honor the remarkable contributions women have made in 
the field of sports, enriching the world with their significant achievements	. 
Sec. 3. This resolution shall take effect immediately.
