A CEREMONAL RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
February 6, 2024
To recognize and celebrate Elsie B. Harvey on her 100
th
birthday.
WHEREAS, Elsie B. Harvey was born in Appomattox, Virgina on February 28, 1924
where she was raised by her parents along with 4 siblings;
WHEREAS, after high school Elsie B. Harvey decided to move to the District of
Columbia in her 20s and moved her mother to the District some time after and took care of her
until she passed away at age 97;
WHEREAS, Elsie B. Harvey attended beauty school and was a beautician for over 15
years part-time, and worked in District Government at the Department of Public Works until she
retired;
WHEREAS, Elsie B. Harvey had 3 children with William Harvey: Randolph, Nelsine,
and Brenda;
WHEREAS, Elsie B. Harvey has attended M t. Pleasant Baptist Church for over 50 years;
and
WHEREAS, Elsie B. Harvey has been a steadfast resident of the Ward 5 community and
will celebrate her 100
th
birthday on February 28, 2024.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Elsie B. Harvey 100
th
Birthday Recognition Resolution of 2024”.
Sec. 2. The Council of the District of Columbia honors Elsie B. Harvey for her years of
dedication to her community, family, and friends where s he has been a pillar in the community.
Sec. 3. This resolution shall take effect immediately.
