IN THE COUNCIL OF THE DISTRICT OF COLUMBIA  21

To commemorate and recognize the achievements of Rajah Caruth, a motorsports racing driver 26 
and native of Washington D.C., on winning his first career NASCAR race. 27 
 28 
WHEREAS, Rajah Caruth attended his first race at Richmond Raceway in 2014; 29 
WHEREAS, Rajah Caruth turned 16, he began racing virtually in the eNASCAR Ignite 30 
Series where he caught the attention of the NASCAR Drive for Diversity Program; 31 
WHEREAS, Rajah Caruth was a star track and field athlete at School Without Walls 32 
High School, where he graduated in 2020; 33 
WHEREAS, Rajah Caruth is currently enrolled at Winston-	Salem State University, 34 
pursing a degree in Motorsports Management; 35 
WHEREAS, Rajah Caruth won his first career NASCAR race at the NASCAR Craftsman 36 
Truck Series Victoria's Voice Foundation 200 at Las Vegas Motor Speedway on March 01, 2024 37 
in Las Vegas, Nevada; 38 
WHEREAS, Rajah Caruth in 2020 moved up to the NASCAR Advance Auto Parts 39 
Weekly Series, where he won his first career late model race at Greenville-	Pickens Speedway; 40 
WHEREAS, Rajah Caruth won a pair of same	-day victories at North Carolina’s Hickory 41 
Motor Speedway in 2021; 42  WHEREAS, Rajah Caruth on May 1, 2021 won the Tri	-County Motor Speedway, 43 
becoming the first African-	American driver to win there; 44 
WHEREAS, Rajah Caruth earned two top five and five top- 10 finishes with a best result 45 
of third pl ace at Southern National Motorsports Park in 2021; 46 
WHEREAS, Rajah Caruth while chasing after the ARCA Menards Series title, in 2022, 47 
was able to earn eight top-five finshes and fourteen top- 10 finishes on his way to finish third 48 
place in the points standings; 49 
WHEREAS, Rajah Caruth in 2023 joined GMS r	acing to drive the No. 24 Chevrolet 50 
Silverado RST on a full -time schedule; 51 
WHEREAS, Rajah Caruth graduated from the NASCAR Drive For Diversity Program in 52 
2023; 53 
WHEREAS, Rajah Caruth became the fourth Driver for Diversity alum to win a 54 
NASCAR national series win; 55 
WHEREAS, Rajah Caruth became only the third 	Black driver to win at NASCAR’s 56 
national level, joining Hall of Famer Wendell Scott and Bubba Wallace; 57 
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this  58 
resolution may be cited as the “Rajah Caruth Ceremonial Recognition Resolution of 2024”.  59 
Sec. 2. The Council of the District of Columbia acknowledges Rajah Caruth and 60 
commends him for his impactful and inspiring contributions as a NASCAR driver;  61 
Sec. 3. This resolution shall take effect immediately upon the first date of publication in 62 
the District of Columbia Register. 63
