To recognize and honor Judge Mary Ann Gooden Terrell for her remarkable commitment to 
increasing access to education and safeguarding the welfare of District residents, and h	er 
distinguished years of public service in the District of Columbia.  
 
WHEREAS, Judge Terrell has devoted her life to 	serving the children of the District of 
Columbia as an educator and youth advocate providing vital support and opportunity to DC 
residents;  
 	WHEREAS, President Bill Clinton appointed Judge Terrell as an Associate Judge to the 
Superior Court of the District of Columbia, serving from September 1997 to June 2009;  
 
WHEREAS, Judge Terrell was appointed by Mayor Muriel Bowser as a Special Advisor 
to the Director of the Department of Employment Service and served as the Interim President 
and CEO of the Children and Youth Investment Corporation;  
 
WHEREAS, Judge Terrell was appointed by the Washington Urban League as Director of 
the Dix Street Academy, an alternative high school for youth who dropped out or were pushed 
out of DC Public Schools, and served as one of the founders of the Street Law Program;  
 
WHEREAS, from 1999 to 2003, Judge Terrell conducted judicial training in Mali, 
Tanzania, Uganda, South Africa, Zambia, Ghana, and Malawi, and, in 2006, was appointed by 
the Assistant Secretary of State for Africa to chair an Advisory Commission on the African 
Judiciary; 
 
WHEREAS, Judge Terrell served in the Peace Corps in Andhra Pradesh, a state in 
southern India ; 
 
WHEREAS, Judge Terrell was inducted into the Washington Bar Association Hall of 
Fame and into the DC Hall of Fame; 
 
WHEREAS, Judge Terrell is a founding member of the National Congress of Black 
Women and the recipient of numerous awards and recognition from the community; and

WHEREAS, Judge Terrell received the National Community Service Award from the 
National Association of Negro Business and Professional Women’s Clubs, Inc. 
 
 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 
resolution may be cited as the “Judge Mary Ann Gooden Terrell Recognition Resolution of 
2024.” 
 
 Sec. 2. The Council of the District of Columbia recognizes and honors Judge 	Terrell for 
her passion for expanding access to education, her dedication to students and families, and her 
commitment to service, both abroad and in the District of Columbia. 
 
 Sec. 3. This resolution shall take effect immediately.
