IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 9

To recognize, honor, and celebrate the late Judith “Judy” Havemann for her public service.  13 
 14 
 WHEREAS, Mrs. Havemann, though born in Vinton, Iowa, was a longtime resident of 15 
the District of Columbia, where she worked at the Washington Post for 33 years, and served as 16 
the first elected Commissioner of Single Member District 3A02 in ANC 3A until her death;  17 
 18 
 WHEREAS, Mrs. Havemann was a dedicated and responsive representative for her 19 
constituents while serving on the ANC;   20 
 21 
 WHEREAS, Mrs. Havemann earned her BA in Journalism from Michigan State 22 
University and, after graduating, reported for the Chicago American and then for the Sun-Times 23 
where she met her husband Joel Havemann;  24 
 25 
 WHEREAS, Mrs. Havemann entered journalism at a time when the field included few 26 
women, eventually serving as chief newsroom recruiter at the Washington Post, finding and 27 
mentoring budding journalists, some of whom went on to be awarded the Pulitzer Prize;   28 
 29 
 WHEREAS, during her time at the Washington Post, Mrs. Havemann was a delightful 30 
and respected colleague to many, bringing her powers of observation, talent at writing and 31 
editing, sense of humor, and joy to the newsroom and to readers; for example, as food editor she 32 
created a beloved annual “Cookie Issue” during the holiday season; 33 
 34 
 WHEREAS, upon leaving the Washington Post in 2006, Mrs. Havemann edited the 35 
Wilson Quarterly, an award-winning digital journal published by the Woodrow Wilson 36 
International Center for Scholars here in the District;  37 
 38 
 WHEREAS Mrs. Havemann went on to teach journalism at the University of Maryland 39 
College Park and became director of public affairs of the National Endowment for the 40 
Humanities; 41   
 42 
 WHEREAS, Mrs. Havemann ra n as a write-in candidate in the 2022 General Election for 43 
the new ANC3A02 seat;  44 
 45 
 WHEREAS, Mrs. Havemann was a passionate and effective advocate on behalf of her 46 
Advisory Neighborhood Commission 3A constituents, particularly in making available 47 
information about the new WMATA bus routes proposed in the Better Bus initiative;  48 
 49 
 WHEREAS, Mrs. Havemann passed away on July 28, 2024;  50 
 51 
 WHEREAS, Mrs. Havemann is survived by her children, Theresa, Anne, William, and 52 
Margaret, and her seven grandchildren; 53

 IT IS HEREBY RESOLVED, BY TH E COUNCIL OF THE DISTRICT OF 55 
COLUMBIA, that this resolution may be cited as the “Judith Havemann Posthumous 56 
Recognition Resolution of 2024”. 57 
 58 
 Sec. 2. The Council of the District of Columbia recognizes, honors, and celebrates Judith 59 
“Judy” Havemann for her considerable contributions to the District. 60 
 61 
 Sec. 3. This resolution shall take effect immediately upon the first date of publication in 62 
the District of Columbia Register. 63
