ENROLLED ORIGINAL 1 A RESOLUTION 25-27 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA February 7, 2023 To approve the proposed Pennsylvania Avenue East Small Area Plan. RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the “Pennsylvania Avenue East Small Area Plan Approval Resolution of 2023”. Sec. 2. Pursuant to Section 4(c)(4) of the District of Columbia Comprehensive Plan Act of 1984 Land Use Element Amendment Act of 1984, effective March 16, 1985 (D.C. Law 5-187; D.C. Official Code § 1-306.03(c)(4)), the Mayor transmitted to the Council the proposed Pennsylvania Avenue East Small Area Plan, dated November 28, 2022. Sec. 3. The Council finds that: (1) The Small Area Plan area is located in Ward 7. The planning area comprises the half-mile wide corridor centered on the Pennsylvania Avenue, SE, corridor and extending from the Sousa Bridge to Southern Avenue, SE. (2) The Small Area Plan was initiated in April 2021. Between April 2021, and July 2022, the Office of Planning led or participated in 25 community engagement events, online and in-person. (3) The proposed Small Area Plan was published and made available to the public on September 1, 2022, and a Mayoral hearing was conducted on October 1, 2022. (4) The purpose of the Small Area Plan is to set a community-informed vision for future development in the neighborhood. The vision is to facilitate increased investment in inclusive resources and neighborhood amenities, diverse housing opportunities, and improved public spaces. (5) The Small Area Plan is organized around four core themes: (A) Economic Development and Retail Opportunity; (B) Transportation Access and Connectivity; (C) Housing Opportunities and Affordability; and (D) Vibrant Public Realm and Urban Design. (6) Once approved, the Small Area Plan will provide supplemental guidance to ENROLLED ORIGINAL 2 the Zoning Commission and other District agencies in carrying out the policies of the Comprehensive Plan for the National Capital: District Elements. Sec. 4. The Small Area Plan, as transmitted by the Mayor, is approved by the Council. Sec. 5. Fiscal impact statement. The Council adopts the fiscal impact statement in the committee report as the fiscal impact statement required by section 4a of the General Legislative Procedures Act of 1975, approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a). Sec. 6. Effective date. This resolution shall take effect immediately.
