1 ___________________________ ______________________________ 1 Councilmember Anita Bonds Councilmember Charles Allen 2 3 4 5 A PROPOSED RESOLUTION 6 7 _______ 8 9 10 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 11 12 ______________ 13 14 15 To declare the existence of an emergency, due to congressional review, with respect to the need 16 to amend the Campaign Finance Reform Amendment Act of 2018 to clarify that certain 17 sections of that act shall not apply to any inaugural or transition committee organized in 18 2022. 19 20 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 21 resolution may be cited as the “Political Committee Clarification Congressional Review 22 Emergency Declaration Resolution of 2023”. 23 Sec. 2. (a) On December 6, 2022, the Council passed the Political Committee 24 Clarification Emergency Amendment Act of 2022, effective December 8, 2022 (D.C. Act 24-25 676; 69 DCR 15076) (“emergency measure”). The emergency measure is set to expire on March 26 8, 2023. 27 (b) On December 20, 2022, the Council passed the Political Committee Clarification 28 Temporary Amendment Act of 2022, enacted on January 17, 2023 (D.C. Act 24-771; 70 DCR 29 884) (“temporary measure”). The temporary measure has been transmitted to Congress and has a 30 projected law date of March 16, 2023. 31 2 (c) This congressional review emergency legislation is necessary to prevent a gap in the 32 law between the expiration of the emergency measure and the effective date of the temporary 33 measure. 34 Sec. 3. The Council of the District of Columbia determines that the circumstances 35 enumerated in section 2 constitute emergency circumstances making it necessary that the 36 Political Committee Clarification Congressional Review Emergency Amendment Act of 2023 be 37 adopted after a single reading. 38 Sec. 4. This resolution shall take effect immediately. 39
