To declare the existence of an emergency with respect to the need to approve the borrowing of 14
funds by the District through the issuance and sale of general obligation bonds and bond 15
anticipation notes. 16

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , That 18
this resolution may be cited as the “General Obligation Bonds and Bond Anticipation Notes for 19
Fiscal Years 2023-2028 Authorization Emergency Declaration Resolution of 2023”. 20

Sec. 2. Emergency legislation is necessary to ensure that the District can borrow in a 22
timely manner and take advantage of favorable market conditions to provide funding for or to 23
reimburse the District for funds already expended on Fiscal Year 2023 capital projects approved 24
and undertaken pursuant to the District’s Fiscal Year 2023 Budget and Financial Plan. 25
Sec. 3. The Council of the District of Columbia determines that the circumstances 26
enumerated in section 2 constitute emergency circumstances making it necessary that the General 27
Obligation Bonds and Bond Anticipation Notes for Fiscal Years 2023-2028 Authorization 28
Emergency Act of 2023 be adopted after a single reading. 29
Sec. 4. This resolution shall take effect immediately. 30
