IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

 To declare the existence of an emergency with respect to the need to approve Modification Nos . 
6, 7, 8, and 9 to Contract No. CW 93185 with Genuine Parts Company d/	b/a/ NAPA Auto 
Parts to provide operational and logistical management, inventory control, and vehicle 
parts to the Fire and Emergency Medical Services fleet/apparatus division, and to 
authorize payment for the goods and services received and to be received under the modifications. 
 
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 
resolution may be cited as the “Modification Nos. 6, 7, 8, and 9 to Contract No. CW93185 with 
Genuine Parts Company d/	b/a/ NAPA Auto Parts Approval and Payment Authorization 
Emergency Declaration Resolution of 2023”. 
 Sec. 2. (a) There exists a need to approve Modification Nos	. 6, 7, 8, and 9 to Contract 
No. CW93185 with Genuine Parts Company d/	b/a/ NAPA Auto Parts to provide operational and 
logistical management, inventory control, and vehicle parts to the Fire and Emergency Medical 
Services Department’s (“FEMS”) fleet/apparatus division and to authorize payment for the 
goods and services received and to be received under the modifications. 
(b) By Modification No. 6, dated August 6, 2022, the Office of Contracting and 
Procurement, on behalf of FEMS	, exercised a part of Option Year One of Contract No. 
CW93185 for the period August 6, 2022, through November 5, 2022, in the not	-to-exceed 
amount of $417,500. 
(c) By Modification No. 7, dated October 25, 2022, the Office of Contracting and 
Procurement, on behalf of FEMS	, exercised an additional part of Option Year One of Contract 
No. CW93185 f or the period November 6, 2022, through December 31, 2022, in the additional 
not-to-exceed amount of $232,500. 
(d) By Modification No. 8, dated December 15, 2022, the Office of Contracting and 
Procurement, on behalf of FEMS	, exercised an additional part of Option Year One of Contract 
No. CW93185 for the period January 1, 2023, through February 15, 2023, 	in the additional not-
to-exceed amount of $100,000.  
(e) Modification No. 9 is now necessary to exercise the remainder of Option Year One of 
Contract No. CW93185 for the period 	February 16, 2023, through August 5, 2023, in the amount 
of $783,000, raising the total not	-to-exceed amount for Option Year One to $1,533,000.    	ENROLLED ORIGINAL

(f) Council approval is required by section 451(b) (1) of the District of Columbia Home 
Rule Act, approved December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-	204.51(b)(1)), as 
these modifications will increase the value of the contract to more than $1 million during a 12-
month period.     (g) Approval on an emergency basis is necessary to allow the continuation of these vital 
services. Without this approval, Genuine Parts Company d/	b/a/ NAPA Auto Parts cannot be paid 
for goods and services provided in excess of $1 million for the period from August 6, 2022, 
through August 5, 2023. 
 
Sec. 3. The Council of the District of Columbia determines that the circumstances 
enumerated in section 2 constitute emergency circumstances making it necessary that the 	Modification Nos. 6, 7, 8, and 9 to Contract No. CW93185 with Genuine Parts Company d/	b/a/ 
NAPA Auto Parts Approval and Payment Authorization Emergency Act of 2023 be adopted 
after a single reading. 
 	Sec. 4. This resolution shall take effect immediately.
