IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To declare the existence of an emergency with respect to the need to approve an agreement to
enter into a long-term subsidy contract, Contract No. 2021-LRSP-01A, with Fort Totten
Limited Partnership for 15 years in support of the District’s Local Rent Supplement
Program to fund housing costs associated with affordable housing units at Fort Totten
Senior Housing located at 5543 South Dakota Avenue, NE.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Local Rent Supplement Program with Fort Totten Senior
Apartments Contract No. 2021-LRSP-01A Emergency Declaration Resolution of 2023”.
Sec. 2 (a) There exists an immediate need to approve Contract No. 2021-LRSP-01A
between Fort Totten Limited Partnership and the District of Columbia Housing Authority to
authorize payment to support local rent supplement program housing supports.
(b) Council approval of the measure is necessary to support the District of Columbia
Housing Authority’s supports for extremely low-income households.
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the Local Rent Supplement Program with
Fort Totten Senior Apartments Contract No. 2021-LRSP-01A Emergency Approval Resolution
of 2023 be adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
