McDuffie 4 5 6 7 A PROPOSED RESOLUTION 8 _________________ 9 10 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 11 _________________________ 12 13 To declare the existence of an emergency with respect to the need to extend the hours of 14 operation, sale, service, and consumption of alcoholic beverages for on-premises 15 retailer, manufacturer, and temporary license holders during the 2023 Women’s 16 World Cup Tournament. 17 18 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That 19 this resolution may be cited as the “2023 Women’s World Cup Emergency Declaration 20 Resolution of 2023”. 21 Sec. 2. (a) The 2023 Women’s World Cup Tournament is scheduled to occur 22 between July 20, 2023 and August 20, 2023 in the host nations of Australia and New 23 Zealand. This event takes place every 4 years and is a Super-Bowl-type sporting event 24 for soccer fans. Australia and New Zealand are ahead of the District of Columbia by 14 25 hours and 16 hours, respectively. Notwithstanding the time difference, local soccer fans 26 are expected to watch the 2023 Women’s World Cup tournament regardless of the hour. 27 To meet the demand, some licensed establishments will likely want to amend their hours 28 for this sporting event. To allow on-premises retailers, manufacturers, and temporary 29 license holders to remain open for operation, sale, service, and consumption of alcoholic 30 beverages during the hours of the Women’s World Cup tournament, as was done 31 previously with the 2022 Federation Internationale de Football Association (“FIFA”) 32 2 World Cup Tournament, emergency action is necessary so that licensees can avail 33 themselves of the extended hours. 34 (b) Emergency legislation is needed to clarify that licensees seeking 35 approval to modify their hours for the 2023 FIFA Women’s World Cup Tournament shall 36 be required to register with the Alcoholic Beverage and Cannabis Administration and 37 Metropolitan Police Department to allow for the advance planning of staffing and 38 resources. 39 (c) The emergency legislation requires registration to be completed no 40 later than 3 calendar days before the first day of the 2023 FIFA Women’s World Cup 41 Tournament. Consequently, it is necessary for the Council to pass this legislation on an 42 emergency basis. 43 Sec. 3. The Council determines that the circumstances enumerated in section 2 44 constitute emergency circumstances making it necessary that the 2023 Women’s World 45 Cup Emergency Amendment Act of 2023 be adopted after a single reading. 46 Sec. 4. This resolution shall take effect immediately. 47
