14 To confirm the appointment of Mr. Arrington Dixon to the Office of Employee Appeals.

16 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 
17 resolution may be cited 	as the "Office of Employee Appeals Arrington Dixon Confirmation 
18 Resolution of 2023".

20 Sec. 2. The Council of the District of Columbia confirms the appointment 	of:

22 	Mr. Arrington Dixon 
23 	Shannon Place, SE 
24 	Washington, DC 20020 
25 	(Ward 8)

27 as a member of the Office of Employee Appeals, established by section 	601 of the District of 
28 Columbia Government Comprehensive Merit Personnel Act 	of 1978, effective March 3, 1979 
29 (D.C. Law 2-139; D.	C. Official Code§ 1-606.01), replacing Patricia Hobson Wilson, for a term 
30 to end April 6, 2028. 
31 Sec. 3. The Council of the District of Columbia shall transmit a copy 	of this resolution, 
32 upon its adoption, to the nominee and to the Office 	of the Mayor. 
33 Sec. 4. This resolution shall take effect immediately. 
34  ARRINGTON DIXON 
Colonel Arrington Liggins Dixon (US Army retired), president 	and owner of Arrington 
Dixon and Associates 
Inc, (ADAlnc), is a native and resident of Anacostia in Washington, 
DC with a rich experience portfolio: 
• a former computer systems engineer with the Radio Corporation of America 
(RCA), 
• a tenured associate professor of Computer Science at the Washington Technical 
Institute (WTI) (later merged with two other post-secondary educational 
institutions to form the University 
of the District of Columbia (UDC)), 
• 
an elected public servant 	in the District of Columbia, having served as a 
Councilmember and 
as Chairman of the Council of the District of Columbia. 
• during his time 
on the Council, he also represented the District 	of Columbia as a 
member and chairman of the Metropolitan Washington Council of Governments 
and the Pennsylvania Avenue Development Corporation (PADC). 
• Dixon established and chaired the District of Columbia Taxicab Commission, now 
known as the Department of For Hire Vehicles, located 
in Anacostia. 
After his service 
on the Council of the District of Columbia, Dixon established and served 
for more than 
30 years as Chairman of the Anacostia Coordinating Council (ACC), a 
volunteer membership consortium of organizations and individuals involved with the 
revitalization of Anacostia and its adjacent neighborhoods that was funded through 
ADAlnc. 
Dixon has over 
30 years of experience applying effective management and technical skills 
to the design and implementation of creative solutions 
in business and government 
environments. 
He is a certified fiber optics technician, a former tenured associate 
professor of computer science at the University of the District of Columbia, 
an adjunct 
professor at Trinity College (now Trinity University), 
and a guest scholar in 
telecommunications at the Brookings Institution. 
Dixon holds a Juris Doctor degree from George Washington University's National Law 
Center. 
He has completed post-graduate work 	in computer and information systems at 
American University and education technology at Catholic University. 
He holds a 
Bachelor 
of Arts degree from Howard University with a major 	in economics and a minor 
in physics and math. Dixon also attended the United States Air Force Academy as a 
cadet. 
In addition, Dixon is the former commander of the 	DC Selective Service 
Detachment, served as special assistant to the Secretary of the Army, and 
is a graduate 
of the U.S. Army Command and General Staff College. 
He retired from the Army with
