He is a Street Sense vendor and contributor, co-chair of the FACE group (Focus, Attitude, Commitment to Excellence), co-chair of the DC Interagency Council (ICH) Consumers Working Group, and serves on the Board of the United Planning Organization (UPO), National Homeless Law Center (NHLC), and the Consumer Health Foundation. Mr. Warren has experienced housing instability, most recently in 1996 and in 2008. In 2008, Mr. Warren joined group of individuals who at the time were homeless to form the People for Fairness Coalition. Mr. Warren and the members of the People for Fairness Coalition established their mission: "ending housing instability in DC through advocacy, outreach, and peer mentoring." Over the past 12 years, the organization has been fighting for universal housing rights while sharing with government officials the importance of safe, universally affordable, sustainable and accessible housing.
