16 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 
17 resolution may be cited 	as the "Commission on Poverty Robert Warren Confirmation Resolution 
18 of 2023 ".

20 Sec. 2. The Council of the District of Columbia confirms the appointment 	of:

28 the Commission on Poverty Establishment Amendment Act 	of 2020, effective March 16, 2021

31 Sec. 3. The Council of the District of Columbia shall transmit a copy 	of this resolution, 
32 upon its adoption, to the nominee and to the Office 	of the Mayor.

To obtain an opportunity with an organized focused on helping those experiencing homelessness. 	To utilize my 
experiences to help others connect with services within the homelessness services continuum and work with people 
to reach their goals related to independence and self-sufficiency. 
PROFESSIONAL ADVOCACY

• Working on the streets of Washington, 	DC, to find and offer supportive and lifesaving services to homeless men 
and women 
• Advocating for homeless and formerly homeless individuals at city-wide planning meetings and events

• Trained as a certified peer-to-peer specialist after completing 8-week course

Robert Warren 
Robert Warren is the current Director and a founding member 	of the 
People for Fairness Coalition (PFFC). He 
is a Street Sense vendor and 
contributor, co-chair 
of the FACE group (Focus, Attitude, Commitment to 
Excellence), co-chair 
of the DC Interagency Council (ICH) Consumers 
Working Group, and serves on the Board 
of the United Planning 
Organization (UPO), National Homeless Law Center (NHLC), and the 
Consumer Health Foundation. Mr. Warren has experienced housing 
instability, most recently in 1996 and in 2008. 
In 2008, Mr. Warren joined group 
of individuals who at the time were 
homeless to form the People for Fairness Coalition. Mr. Warren and the members 
of the People 
for Fairness Coalition established their mission: "ending housing instability in DC through 
advocacy, outreach, and peer mentoring." Over the past 
12 years, the organization has been 
fighting for universal housing rights while sharing with government officials the importance 
of 
safe, universally affordable, sustainable and accessible housing. 
A Ward 8 resident, 
Mr. Warren attended Anacostia High School and the Arch Training School 	to 
study carpentry.
