To declare the existence of an emergency, due to congressional review, with respect to the need to 
continue authorization for an option of relief to Family Re-Housing Stabilization Program  
participants who are exited from the program without having been approved for permanent 
housing and who have shown good cause.  
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this   
resolution may be cited as the “Family Re-Housing Stabilization Program Protection 
Congressional Review Emergency Declaration Resolution of 2023”.  
 
Sec. 2. (a) Recent data from the Department of Human Services (“DHS”) reveals that 
approximately 207 participants of the Family Re-Housing Stabilization Program (“FRSP”) are 
anticipated to be exited from the program between August 2023 and February 2024 without 
being matched to housing resources.   
(b) According to DHS regulations, FRSP participants have the option to request an 
extension in the program by providing a written explanation of their need for additional 
assistance beyond the standard 12 months.  
(c) To qualify for an extension, DHS conducts a comprehensive review and requires the 
participant to demonstrate sincere efforts toward their goals and an inability to maintain housing 
stability independently.   
(d) Legislation codifying existing DHS regulations was passed on an emergency basis 
through the Family Re-Housing Stabilization Program Protection Emergency Amendment Act of 
2023, and on a temporary basis through the Family Re-Housing Stabilization Protection 
Temporary Amendment Act of 2023. 
(e) Considering the ongoing Mayoral review and the 30-day congressional review of the 
Family Re-Housing Stabilization Protection Temporary Amendment Act of 2023, in addition to 
the upcoming expiration of the previous emergency on October 29th, 2023, it is of the utmost 
importance to implement this emergency measure to safeguard against any unintended gaps in 
legislation. 
 
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute 
emergency circumstances making it necessary that the Family Re-Housing Stabilization Program 
Protection Congressional Review Emergency Amendment Act of 2023 be adopted after a single 
reading.  
 
Sec. 4. This resolution shall take effect immediately.
