RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 
19 resolution may be cited as the "Violence Fatality Review Committee Charlayne Hayling-
20 Williams Confirmation Resolution 	of 2023".

33 Sec. 3. The Council of the District of Columbia shall transmit a copy 	of this resolution, 
34 upon its adoption, to the nominee and to the Office 	of the Mayor. 
35 Sec. 4. This resolution shall take effect immediately.  

Profile 	Charlayne Hayling-Williams, Ph.D. is a consultant, 
strategist, and advocate for vulnerable children and 
families. She received her training in counseling 
psychology and public policy.  Dr. Hayling-Williams 
focuses on issues related to poverty, parenting, urban 
education, juvenile justice, and systems reform toward  
 achieving sustainable positive results. 
Experience

                            Community Wellness Ventures, LLC (CWV) is a human services agency, in the District of Columbia,  
                            licensed by the Department on Disability Services to provide a myriad of home and community based 
                            services.  We are committed to providing people with differing abilities with the highest level of care 
                            consistent with best practices that are aligned with the principles of results based accountability.

                           I manage the overall development, implementation, and evaluation of programmatic initiatives for the client .

    •  Coordinated the work of the State Early Childhood Development Coordinating Council

              The 2o1o Affordable Care Act (ACA) authorized the creation of the Maternal, Infant, and Early Childhood Home  
  Visiting program (MIECHV), to improve health and developmental outcomes for at-risk children and families  
  through evidence-based home visiting programs.  Policy, Program Planning and Coordination Branch 
. •  Assisted in the development of program operational procedures and infrastructure including: strategic planning,  
    timeline development, data and accountability measures aligned with stated legislative objectives and  
    programmatic goals. Coordinated national implementation of home visiting grant programs. Coordination and  
    development of Pregnant and Parenting Adolescent Initiative, a special project I developed within the program, to 
    improve program effectiveness within high-risk adolescent populations.

. •  Assisted in the development of draft legislation for the reauthorization of the Elementary and Secondary   
   Education Act.  Supported the Senator by developing briefings, conducting legislative research, and engaging in   
   constituent affairs. Engaged regularly in bipartisan efforts to move education reform forward including regular    
   collaboration with the U.S. Department of Education and the White House.

Dr. Charlayne Hayling-	Williams 
 
Dr. Charlayne Hayling-	Williams is a counseling 
psychologist trained in cultural competence, urban children 
youth and families, and complex social policy issues as they 
relate to poverty. She is the founding president of 
Community Wellness Ventures (CWV), a comprehensive 
human services agency headquartered in the District of 
Columbia. Committed to a life of service, advocacy, and 
large scale reform efforts, Dr. Hayling-Williams also 
completed a residency in the Yale University School of 
Medicine in Urban Education, Policy, and Prevention. At 
Yale, she was awarded the Zigler Fellowship in child 
development and social policy. She subsequently completed 
two highly competitive policy fellowships in Washington, DC. 
 
The Society for Research in Child Development (SRCD) selected Dr. Hayling-Williams to work 
to bridge the gap between science and policy as an American Association for the Advancement 
of Science (AAAS) congressional science fellow in the United States Senate. During that time, 
she worked on the Health, Education, Labor and 	Pensions committee to advance education 
reform efforts and sharpen her policy skills. In a rare occurrence, Dr. Hayling-Williams was 
awarded a concurrent SRCD/AAAS executive science fellowship. She was fortunate to serve at 
the U.S. Department of Health and Human Services in the Maternal Child Health Bureau. Her 
work focused on the effective national implementation of the home-visiting provision of the 
Affordable Care Act. 
 
With over 18 years of experience in the areas of mental health, child and family services, policy, 
and consulting, Dr. Hayling- Williams has spent the last decade in Washington, DC building her 
“results story.” She has worked closely with the systems that affect some of the most vulnerable 
families in the United States as a senior policy advisor in the Executive Office of the Mayor, 
Director of Treatment with the Department of Youth Rehabilitation Services, and Director of 
Programs and Strategic Partnerships in the private human services sector. Dr. Hayling-Williams’ 
remarkably broad experiences uniquely place her in an ideal position to be a national voice for 
vulnerable children and families. She is poised to continuously affect change in various 
capacities toward the goal of eradicating the deleterious effects of poverty and improving long-
term outcomes. 
 
At CWV, Dr. Charlayne works at the intersection of policy, practice, and science to build a 
system of care that both highlights what works and catalyzes large	-scale reform. She oversees 
private-public partnerships that integrate public health, housing, community violence, maternal 
and child health, and integrative approaches. Dr. Charlayne is keenly focused on supporting the 
next generation of community-based practitioners, and scaling this all- important work as a

A Ward 5 resident, Dr. Hayling-	Williams received her bachelor’s degree in psychology and 
juvenile justice from Florida A&M University magna cum laude. Dr. Charlayne completed a 
Master of Education in Counseling and Human Services, and Doctor of Philosophy in
