To declare the existence of an emergency with respect to the need to confirm the appointment of 15
Mr. Sam Abed as Director of the Department of Youth Rehabilitation Services. 16

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 18
resolution may be cited as the “Director of the Department of Youth Rehabilitation Services Sam 19
Abed Emergency Declaration Resolution of 2023”. 20

Sec. 2. (a) On June 14, 2023, Chairman Mendelson introduced the confirmation 22
resolution, PR25-281, for Sam Abed to be the Director of the Department of Youth 23
Rehabilitation Services at the request of the Mayor. 24
(b) The confirmation resolution will be deemed approved on November 21, 2023 without 25
action by the full Council. This deemed approved date likely falls before the next legislative 26
meeting when the full Council would be able to vote on the confirmation resolution. 27
(c) Therefore, this emergency is necessary so that the full Council can vote on Mr. 28
Abed’s nomination. 29
Sec. 3. The Council of the District of Columbia determines that the circumstances 30
enumerated in section 2 constitute emergency circumstances making it necessary that the 31
Director of the Department of Youth Rehabilitation Services Sam Abed Confirmation 32
Emergency Resolution of 2023 be adopted on an emergency basis. 33
Sec. 4. This resolution shall take effect immediately. 34
