IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
November 7, 2023
To declare the existence of an emergency with respect to the need to confirm the appointment of
Mr. Sam Abed as Director of the Department of Youth Rehabilitation Services.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Director of the Department of Youth Rehabilitation Services Sam
Abed Emergency Declaration Resolution of 2023”.
Sec. 2. (a) On June 14, 2023, Chairman Mendelson introduced, at the request of the
Mayor, a confirmation resolution, PR25-281, for Sam Abed to be confirmed as the Director of
the Department of Youth Rehabilitation Services.
(b) The confirmation resolution will be deemed approved on November 21, 2023, without
action by the full Council. This deemed approved date likely falls before the next legislative
meeting when the full Council would be able to vote on the confirmation resolution.
(c) Therefore, this emergency is necessary so that the full Council can vote on Mr.
Abed’s nomination.
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the Director of the Department of Youth
Rehabilitation Services Sam Abed Confirmation Emergency Approval Resolution of 2023 be
adopted on an emergency basis.
Sec. 4. This resolution shall take effect immediately.
