14 To confirm the appointment of Keith Anderson to the District 	of Columbia Water and Sewer 
15 Authority Board of Directors.

17 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this 
18 resolution may be cited as the "District 	of Columbia Water and Sewer Authority Board 	of 
19 Directors Keith Anderson Confirmation Resolution 	of 2023".

Sec. 2. The Council of the District of Columbia confirms the appointment of:

28 as a District resident member 	of the District of Columbia Water and Sewer Authority Board 	of 
29 Directors, established by section 204 	of the Water and Sewer Authority Establishment and 
30 Department of Public Works Reorganization Act 	of 1996, effective April 18, 1996 (D.C. Law 
31 11-111; D.C. Official Code§ 34-2202.04), replacing Wendell Felder, for a term to end 
32 September 12, 2027. 
33 Sec. 3. The Council of the District of Columbia shall transmit a copy 	of this resolution, 
34 upon its adoption, to the nominee and to the Office 	of the Mayor. 
35 Sec. 4. This resolution shall take effect immediately.

Deputy Mayor’s Office for Operations and Infrastructure, Washington, D.C.  
Deputy Mayor: October 2023 – Present 
▪ Responsible for ensuring a strong and sustained District government focused on maintaining, 
strengthening, and improving the District’s infrastructure (built and natural environment) and 
delivering high quality government services. 
▪ Responsible for developing strategies and policies to achieve the Mayor’s infrastructure, mobility, 
sustainability, financial services, and government goals by aligning agency budgets, engaging key 
stakeholders, and executing government services and operations. 
▪ Provide strategic leadership and guidance to eight (8) District agencies including but not limited to the 
District Department of Transportation (DDOT), District Department of Motor Vehicles (DMV), 
District Department of Public Works (DPW), District Department of Energy and the Environment 
(DOEE), District Department of Buildings (DOB), District Department of Licensing and Consumer 
Protection (DLCP), District Department of Insurance, Securities and Banking (DISB), and the District 
Department of For-Hire Vehicles (DFHV). 
 
Government of the District of Columbia  
Deputy Mayor’s Office for Planning and Economic Development, Washington, D.C. 
Interim Deputy Mayor: March 2023 – October 2023 
▪ Responsible for coordinating, planning, supervising, and execution of economic development efforts 
in the District of Columbia. 
▪ Responsible for reimagining DC’s Downtown business corridor to revitalize business post pandemic 
to combat the economic effects of long term telework. 
▪ Ensure that DMPED continuously invests in District residents, creates opportunity rich neighborhoods, 
and supports small businesses. 
 
Government of the District of Columbia  
District Department of General Services, Washington, D.C. 
Director: 2018 – 2023 
▪ Responsible for enhancing the quality of life for District of Columbia residents, visitors, and employees 
through superior construction, first-rate maintenance, and expert real estate management. 
▪ Provide leadership and direction to approximately 676 employees and manage a $454,987,107   operating budget consisting five (5) administrations. 
▪ Responsible for managing the District of Columbia’s six (6) year Capital Improvement Plan (CIP) 
totaling $2,151,166,188.68, as well as all construction and facilities management activities. 
▪ Responsible for maintaining the entire District of Columbia real estate portfolio which consists of 
approximately 840 buildings equating to 191,000,000 square feet. 
▪ Responsible for managing the District of Columbia’s Protective Services Division (PSD) which is 
responsible for protecting District of Columbia employees, as well as real property. 
 
Government of the District of Columbia 
District Department of Parks and Recreation, Washington, D.C.                               
Director: 2015 – 2018  
▪ Responsible for enhancing the quality of life and wellness for District of Columbia residents and 
visitors by providing equal access to affordable and quality recreational services by organizing 
programs, activities, and events. 
▪ Provide leadership and ensure the continuity of core operations.  Ensure that the mission of DPR and 
record of excellence remain at the forefront among the Mayor, Council of the District of Columbia, 
residents, and staff. 
▪ Continue engagement of internal and external stakeholders to promote the Mayor’s Fit DC initiative, 
as well as recreation programs and leisure services. 
▪ Direct oversight of approximately 600 employees (approximately 3,000 during the summer months), 
three (3) administrations, 105 recreation and aquatic facilities, 98 playgrounds, and approximately 
900 acres of green space.  
 
Government of the District of Columbia 
District Department of the Environment, Washington, DC                                 
Director: 2012 – 2014                                                                    
▪ Responsible for improving the quality of life for the residents and natural inhabitants of the nation’s 
capital by protecting and restoring the environment, conserving natural resources, mitigating pollution, 
and educating the public on ways to secure a sustainable future. 
▪ Provide leadership and ensure continuity of core operations. Ensure that the mission of DDOE and 
record of excellence remain at the forefront among the Mayor, Council of the District of Columbia, 
residents, and staff.  
▪ Continue engagement of internal and external stakeholders to promote the Mayor’s Sustainability DC 
initiative, as well as environmental and energy programs and services.                 
▪ Direct oversight of approximately 300 employees, four (4) administrations, 14 divisions, and a 
$115,000,000 budget.    
 
Chief of Staff: 2010 – 2012  
▪ Responsible for the overall health of the agency; ensured performance targets were met on time and 
on budget.  
▪ Demonstrated understanding of the Director’s vision and priorities while providing a buffer between 
the executive management and the Director  
▪ Ensured continuity of operations for DDOE through transition of leadership.  
 
Deputy Director, Energy Administration: 2009 - 2010 
▪ Provided leadership to staff, directed energy programs, services and activities, including weatherization 
of buildings, increasing the renewable energy generating capacity within the District of Columbia, 
providing energy efficiency and conservation education, established the Sustainable Energy Utility 
(SEU) and provided direct assistance to low income residents.  
▪ Managed $56M budget. 
  Chief, Energy Affordability Division: 2005 - 2009 
▪ Supervised energy affordability team and provided leadership in assuring the low-income population 
met the rising cost of home energy. 
▪ Created budget, incorporated new business practices, advised the DDOE Director on innovative ways 
to assist low-income households. 
▪ Managed $26M budget. Provided financial assistance to over 150,000 households to meet their utility 
costs.

Keith Anderson 
 
Mr. Keith Anderson currently serves as Deputy Mayor for 
Operations and Infrastructure. One of the longest-serving cabinet 
members, he previously served as Interim Deputy Mayor for 
Planning and Economic Development, Director of the DC 
Department of General Services, Director of the DC Department of 
Parks and Recreation, and Director of the DC Department of 
Energy and Environment. 
Deputy Mayor Anderson has extensive background overseeing the 
District’s environmental and sustainability programs, managing the 
District’s portfolio of buildings, and leading the District’s 
recreational facilities, spaces, and programs, with institutional knowledge of District Government 
and strong insight of the hopes and needs of community partners. 
He is a former member of the DC Water and Sewer Authority and 	has served on several 
professional organizations including 	the Principal’s Staff Committee for the U.S. Environmental 
Protection Agency's Chesapeake Bay Program (former Chairman), 	the Ward 5 Land 
Transformation Task Force, the DC Sustainable Energy Utility Advisory Board (former 
Chairman), and the Board of Directors of the National Association of State Energy Officials. 
A Ward 4 resident, Deputy Mayor Anderson earned his Bachelor of Science in Entrepreneurial
