1 _________________________________ _________________________________ 2 Chairman Phil Mendelson Councilmember Brooke Pinto 3 4 5 A RESOLUTION 6 ___________ 7 8 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 9 _____________________ 10 11 To declare the existence of an emergency with respect to the need to symbolically designate the portion of 12 the public alley system within Square 0179 abutting Lot 111, as Annie’s Way and to repeal the 13 previous symbolic designation of Annie’s Way. 14 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution 15 may be cited as the “Annie’s Way Designation Emergency Declaration Resolution of 2024”. 16 Sec. 2. (a) Councilmember Pinto introduced the Annie’s Way Designation Amendment Act of 17 2023, as introduced on October 3, 2023 (Bill 25-534) (“the permanent bill”), to symbolically designate 18 the public alley system within Square 0179 as Annie’s Way. The location is in Ward 2. 19 (b) The permanent bill was introduced to honor Annie’s Paramount Steakhouse, which has 20 created a welcoming gathering spot and been a consistent and active supporter of the LGBTQQIA+ 21 community since its opening in 1948. The restaurant’s namesake, Annie Kaylor, was dedicated to her 22 customers and gave tireless support to the LGBTQQIA+ community at a time when such acceptance was 23 all too rare. 24 (c) On March 5, 2024, the Council approved the permanent bill on first reading. The Council will 25 hold the second reading and vote on the permanent bill at the April 2, 2024, Legislative Meeting. Because 26 Bill 25-534 will not go into effect until after the required congressional review period, this emergency 27 legislation is necessary to ensure that the street sign will be installed before the District’s annual Capital 28 Pride celebrations in June 2024. 29 Sec. 3. The Council of the District of Columbia determines that the circumstances enumerated in 30 section 2 constitute emergency circumstances making it necessary that the Annie’s Way Designation 31 Emergency Act of 2024 be adopted after a single reading. 32 Sec. 4. This resolution shall take effect immediately. 33
