18 RESOLVED, BY THE COUNCIL 	OF THE DISTRICT OF COLUMBIA, that this 
19 resolution may be cited as the "District of Columbia Water and Sewer Authority Board 	of 
20 Directors Howard Gibbs Confirmation Resolution 	of 2024". 
21 Sec. 2. The Council of the District of Columbia confirms the reappointment 	of:

Howard Gibbs 
 
Mr. Howard Gibbs is an Adjunct Professor for the University of the 
District of Columbia’s (UDC) Division of Architecture and Urban 
Design, College of Agriculture, Urban Sustainability and 
Environmental Sciences and a current alternate member of the District 
of Columbia Water and Sewer Authority Board of Directors. 
In Mr. Gibbs’ over 15- year tenure with UDC, he has 	served as Adjunct 
Professor for the Department of Engineering, Architecture and 
Aerospace Technology. Mr. Gibbs also served for 35 years in the 
Potomac Electric Power Company’s (Pepco) Civil and Substation 
Engineering Department, performing civil and structural engineering 
design and development of substations and other facilities. 
Mr. Gibbs is a lifetime member of Alpha Phi Alpha Fraternity, Incorporated who has received 
several accolades for his community leadership. Mr. Gibbs more recently served as the District of 
Columbia Board of Professional Engineering’s Vice Chairperson and achieved the District of 
Columbia Council of Engineering and Architectural Societies’ Lifetime Achievement Award. 
A Ward 6 resident, Mr. Gibbs earned his Bachelor of Science in Civil Engineering from the 
University of the District of Columbia and a Master of Science in Engineering Management with
